 Minimum Qualifications of Education and Experience: 

  • Bachelor’s degree in civil engineering. 
  • Must be licensed as a Professional Engineer in the State of Minnesota, or the ability to obtain within twelve (12) months of employment.
  • Six (6) years of progressively responsible public works experience that has included a minimum of two (2) years of division level supervisory experience in a small-sized, public agency in a non-union environment.

  • Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements. 
 Nature of Work:
 
Under general direction of the City Engineer, performs responsible professional level civil engineering work. Supervises the planning, design, construction and contract administration functions of streets; and water, wastewater, and storm water distribution, collection and storage systems. Supervises assigned Engineering staff. Acts as a principle assistant to the City Engineer.

  • Assists the City Engineer in managing, planning, and coordinating activities of the Engineering Division to ensure efficient, effective delivery of public services.
  • Manages professional staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations for assigned program personnel.
  • Responsible for ensuring professional and support staff meet deadlines and address community members' needs.
  • Performs engineering calculations on major construction projects by analyzing conditions to appropriately size infrastructure installations.
  • Performs professional level engineering review of private development and permit submittals.
  • Assists with the coordination, preparation, execution, and completion of short- and long-range capital improvement plans. Prepares construction specifications and special provisions for contract bidding documents.
  • Monitors inspection activities to ensure contract progress and compliance with specifications and special provisions.
  • Coordinates contract closeout, as-built surveys, and commissioning inspections.
  • Prepares reports, requests, resolutions, draft ordinances, and other City Council documentation.
  • Establishing and maintaining effective working relationships with other governmental units and private agencies in matters relating to Public Works and Engineering.
  • Reviews, coordinates, and responds to inquiries and complaints addressing the concerns and interests of the Mayor, City Council, City departments, other agencies, and the general public.
  • Assists the City Engineer on the development of strategic direction and policy within the Engineering Division.
  • Assumes the role of City Engineer in their absence.

  • Performs physical and mental demands and work environment requirements for this position.

 Communicates With: 

  • Internally – Administrative Services (Finance, Information Technology, and Public Utilities), Community Development, Human Resources, Mayo Clinic Health System (MCHS) Event Center, Public Information, Public Safety, and Public Works
  • Externally – General public, contractors, regulatory agencies, private consultant engineers, vendors, community groups, civic organizations, Blue Earth County, Minnesota Department of Transportation (MnDOT)

Knowledge, Skills, and Abilities:

  • Knowledge of the principles and practices of civil engineering with specific application to design and construction of public works projects.
  • Knowledge of construction engineering principles and practices.
  • Ability to supervise the administration of contracts and contract practices.
  • Ability to supervise a survey program, a traffic engineering program, a design and drafting force, and the field construction of streets, sewers, drains, and water distribution systems.
  • Ability to prepare clear and comprehensive reports and to recommend and justify budget requests and funding proposals.
  • Ability to make critical decisions under pressure and stress.
  • Ability to establish and maintain effective relationships with other officials, employees, and the public.
  • Good judgment with ability to handle adverse situations tactfully, courteously, and with respect.
Conditions of Employment:

  • Must be licensed as a Professional Engineer in the State of Minnesota, or the ability to obtain within twelve (12) months of employment.
  • Must possess a valid driver’s license and be able to drive in the state of Minnesota.
  • Satisfactory completion of pre-employment assessment, background examination, physical examination, and drug testing.
  • Must comply with organizational and departmental policies.
  • Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.
  • Safety Sensitive Notice. This is a safety sensitive position which requires cannabis pre-employment drug testing. Safety sensitive position means a job in which an impairment caused by drug, alcohol, or cannabis usage would threaten the health and safety of any person.
General working hours are Monday through Friday, 8:00 a.m. to 4:30 p.m., and evening, weekend, holidays, and outside of regular hours as necessary.  Must have the ability to field calls after hours as needed.

Salary : $112,174 - $146,765
