Field Program Manager for developmentally disabled adults
Federal Way, WA
CLASSIFICATION: Non-Exempt
SUMMARY: Provide coordination of support to clients related to health and safety as well as staff issues. Responsible for managing CIS Diversion Program.
ESSENTIAL RESPONSIBILITIES:
• Act as CIS representative for Diversion Program (DDA) referrals.
• Work with Program Scheduler to appoint eligible staff for CIS’ Diversion Program.
• Responsible for managing the Diversion Program, ensuring compliance with recordkeeping and other DDA requirements by conducting detailed inspections of client books and house documentation frequently.
• Directly supervise Direct Service Professionals (DSPs) in Diversion Program, including apportioning and directing the work; training on systems, policies, procedures and productivity standards; issuing corrective action and tracking this in Paylocity; and handling employee complaints and grievances. Document all interactions thoroughly and contemporaneously.
• Develop and enforce systems, policies, procedures and productivity standards applicable to DSPs in the Diversion Program.
• Implement, monitor and enforce legal compliance measures, including those providing for the safety and security of employees, clients and CIS property.
• Participate in the matching and placement process of staff, assess and enhance the appropriateness of the final placement by assisting the scheduler with unique scheduling dynamics to ensure proper matching of staff with client for the Federal Way program. Assist Trainer/Recruiter screening employees for hire.
• Participate in Diversion On-call duties on a daily basis.
• Visit all client programs quarterly or more often (as needed or directed) for Overnight Awake staff observation.
• Visit the Diversion program and supported living programs weekly to ensure health and safety standards are met; check disaster kits, alarm function, first aid kits, repairs needed, medications secured, restricted items secured, all appliances and bathroom/kitchen fixtures in good condition and working order, client furnishings, client homes and yards in good condition, audit/RCS ready, etc.
• Observe DSPs to ensure clients are provided with the opportunity for daily community access, not on cell phones, watching TV, eyes closed, etc.
• Contact all DSPs for RCS related Plan of Correction (POC) meetings and ensure all DSPs are accounted for prior to turning in the sign-in sheet to Program Director and Agency Administrator.
• Visit all Diversion client employment sites prior to job starting to ensure CIS staff can provide proper supervision. Visit Diversion client job sites quarterly to ensure staff are adhering to supervision guidelines.
• Enter interactions with DSP’s in Paylocity regarding praise and correction under event tabs.
• Work with Writer Program Managers to get IISP/PBSP signatures from clients and guardians (if applicable).
• Ensure CIS compliance with Section 8 requirements for all programs.
• Contact landlords regarding repair issues and facilitate CIS repairs and client moves.
• Review all new house or apartment leases and ensure CIS ongoing compliance with contract terms.
• Ensure all client houses and yards are attended to in all seasons, such as water spigots are covered in cold months, lawns are mowed weekly during warm months, flower beds are weeded, rain gutters are cleared of debris, etc.
• Attend and conduct quarterly safety committee meetings with Trainer/Recruiter and/or designee with Lead DSP.
• Participate in the on-going training of new DSPs related to internal policies, practices and compliance with external regulations and requirements, including how to complete paperwork. Facilitate Diversion house team meetings when new clients are placed in the program and as needed to discuss ongoing issues. May also participate in supported living house team meetings as needed or requested.
• Assignments involve work of a confidential or complex nature, necessitating exposure to sensitive information and contacts requiring considerable discretion, judgement, tact, and diplomacy.
• Other duties as assigned.

Requirements
POSITION REQUIREMENTS:
• Minimum 2 years of supervisory experience, preferably in the human service field.
• Bachelor’s degree in counseling or related field/master’s degree preferred. Any combination of experience may be substituted for education.
• Must be highly organized, excellent written and leadership skills, flexible, service oriented, and professional. Solid computer skills with programs such as Word.
• Demonstrated proficiency in the fundamental concepts, principles, and practices related to working with behaviorally challenged youth and/or DD adults.
