About The Division
The Human Resources Division supports the agency’s strategic direction by assisting management in meeting staffing needs and managing people. This includes recruiting and hiring staff; on-boarding new hires; coordinating benefits; training and developing the workforce on HR topics; creating and implementing employee engagement initiatives; and facilitating separation. Human Resources’ professionals are consultants and business partners; they advise managers and employees on workforce issues and help the agency achieve its business goals.
General description
Join the Human Resources Division as a Talent Acquisition Specialist. Work in a fast paced, multi-project environment with an emphasis on staffing, recruitment, classification, and training. Ensures compliance with state and federal laws related to employee hiring and classification, as well as human resources’ policies and procedures. Provide customer service assistance to applicants and/or employees on a variety of human resources business matters. Assists in planning, developing, revising, and implementing human resources policies and procedures. The candidate must have the ability to learn new concepts quickly and apply knowledge appropriately in a highly active environment with ever-changing circumstances. Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business need.
Human Resources Specialist III: $4,833.33-$5,400.00
Human Resources Specialist IV: $5,583.33-$6,000.00
Minimum Qualifications
- Bachelor’s degree.
- Three (3) years of experience in talent acquisition.
- Two (2) years of experience in screening, recruiting, and sourcing.
- Two (2) years of experience in compensation analysis.
Preferred Qualifications
- Bachelor’s degree in human resources, Organizational Development, Business, Communications or Public Administration.
- Experience with recruiting software such as Taleo and/or state of Texas CAPPS Recruit
- Experience conducting human resources training.
Substitutions
- One (1) additional year of experience performing human resources work may substitute for thirty semester hours of the educational requirement with a maximum substitution of 120 semester hours (four years).
Licenses and Certifications
- The following professional certifications are preferred: Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) and/or SHRM-CP, SHRM-SCP.
SUMMARY OF PHYSICAL REQUIREMENTS
Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.
In this role you will:
- Providing consultative services for assigned divisions in drafting and reviewing job specifications, in accordance with the State Auditor’s position classification guidelines.
- Work includes partnering with hiring managers and division staff to determine appropriate classification, FLSA and EEO, salary administration, screening criteria and interview questions to assist the division in selecting suitable candidates and to ensure compliance with agency policy, procedures, federal and state laws.
- Screening incoming applications to determine minimum qualifications designation according to Agency and Division procedures.
- Providing updates to hiring divisions regarding incoming application statistics.
- Reviewing selection/hiring packets for compliance with hiring policies and procedures, as well as basic employment law compliance.
- Providing technical customer assistance as needed and/or requested.
- Assisting in training newly hired supervisors, managers and/or HR employees in understanding and using CAPPS Recruit.
- Extending and/or negotiating job offers and obtaining appropriate business justification in writing as appropriate for all hiring issues and/or concerns.
- Act as primary point of contact for applicants, providing a positive and professional experience throughout the recruitment process.
Advises agency supervisors and managers in Human Resources planning issues at the division level. This includes the review of documentation to support promotions, reclassifications, and internal job transfers.
- Review, analyze and approve personnel requestion form to ensure consistency within existing organizational patterns and that the division is in compliance with agency policy and procedures, federal law and state statutes.
- Conducts internal classification reviews.
Training, reporting, and monitoring human resources trends to include:
- Conducts one on one CAPPS Recruit training to the assigned divisions when requested.
- Assists in human resources training initiatives.
- Assists in the planning, development, and implementation of human resources’ policies and procedures.
- Prepares, edits, and distributes correspondence, reports, studies, forms, and documents.
- Prepares and disseminates information concerning agency programs and services, as needed.
- Participate in onsite and offsite hiring events.
- Completes special projects and other related duties as assigned by the HR management team.
