What are the responsibilities and job description for the DEPUTY DIRECTOR RICK MANAGEMENT and SAFETY position at Dorchester County?
The purpose of this class is to provide assistance to the Director of Risk Management & Safety in the functions of the County’s risk management and safety programs, ensuring that its’ risks, assets, and liabilities are adequately insured, and that a safe environment is provided for employees and citizens.
•Manages the development and implementation of goals, objectives, policies and priorities for safety and claims-related programs; recommends and administers policies and procedures. Assists in ensuring departmental compliance of all Federal, State, and local laws and regulations related to Workers Compensation and Safety.
• Mitigates the County’s risk exposure by formulating, developing and coordinating claims-related activities; utilizes risk transfer techniques to resolve claims at minimal cost.
•Serves as liaison between the County, insurance carriers, third party administrators, case managers and attorneys; provides information as required in the resolution of claims; attends meetings, mediations, hearings, and conferences as required.
•Manages the County’s Return to Work program including coordination of FMLA with HR.
•Assists in analyzing claims and loss information to identify trends, risk exposures and hazards; assists in creating loss reports and recommendations for County officials. Prepare complex and confidential correspondence, memoranda, and reports.
•Supervises assigned staff. Supervisory duties include instructing; assigning, reviewing and planning work others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; recommending and approving employee discipline; and recommending discharge as appropriate.
•Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; and offers advice as assistance as needed.
•Assists in the investigation of accidents/injuries involving County employees to ascertain causes; prepares related recommendations and reports.
•Assists with the maintenance of the County’s Safety Manual; interprets policies and procedures for County personnel as necessary.
•Plans, organizes, schedules, communicates, and implements employee training on safety and claims reporting.
•Serves as a member of the Safety Committee and Vehicle Accident Review Board.
•Promotes safety program; administers the Safety Incentive Program. Provides employee assistance regarding compliance with safety regulations and standards.
•Prepares and/or oversees the completion of all required Federal (OSHA 300), State or local reporting; develops data analysis reports related to claims and safety; assists in preparing complex reports and metrics.
•Assists in the preparation of the departmental budget and capital improvement plan.
•Implements and maintains the department’s risk management information system.
•Receives and responds to employee/public inquiries, concerns, and complaints regarding Risk Management & Safety policies, procedures, and department services.
•Assist in emergency operations as needed. Position requires 24/7 on call.
•Attend training, meetings, seminars and conferences to enhance job knowledge and skills.
•Represents the Director of Risk Management & Safety at meeting and other functions as directed.
•Performs other job-related duties and special projects as assigned.
Education and Experience:
Associate’s degree or equivalent combination of training/experience and a minimum of five (5) years of related work experience with progressive responsibility.

Bachelor’s degree in safety, environmental health, risk management, business administration or a closely related field preferred.
Special Qualifications:
Valid SC driver’s license with a five (5) year safe driving record.
Must be AAA Driver Instructor certified or able to attain certification within 6 months of employment.
Must obtain OSHA 10/30 or similar safety-related certification within 6 months of employment.
May be required to obtain and maintain insurance/claims related certifications as deemed appropriate by Department Head.
Intermediate-level computer skills with Microsoft suite programs. Experience in using a risk management information system (RMIS) preferred.
Excellent customer service, verbal and written communication, and time management skills.
