Essential Functions:
- Manages Employee Relations and Recruitment team in carrying out day-to-day activities. This includes hiring, training, coaching and developing team members and managing team activities and responsibilities to ensure that objectives are accomplished in an effective and timely manner.
- Consults and advises management on a wide variety of sensitive personnel issues for the purpose of assisting in effective decision making and enforcing all relevant policies, procedures and regulations.
- Investigates grievances and/or complaints from employees to reach resolutions that provides a healthy work environment.
- Collaborates with agency stakeholders on committees and special projects impacting the Employee Relations and Recruitment functions. Manages required project outcomes to ensure that all related project goals are met.
- Leads the design, development and implementation of the organization's recruitment strategy to attract, hire, onboard and retain a quality workforce.
- Develops, initiates and maintains effective programs for workforce retention and promotion.
- Recommends and implements process, policy and procedure changes impacting Employee Relations and Recruitment. Communicates changes to appropriate parties and ensures that proper compliance is followed.
- Actively participates in developing, tracking and reporting Employee Relations and Recruitment goals, objectives and outcome measures.
- Ensures training needs for the Employee Relations and Recruitment functions are being met. Reviews existing training materials and curriculum to ensure that they are up-to-date and accurate, and plans for additional trainings as needed.
- Oversees the employee recognition program and employee events in order to promote a high level of employee morale.
- Manages and monitors budget for Employee Relations and Recruitment team including tracking and monitoring expenditures and ensuring that budget objectives are met.
- Provides support in reviewing and processing accommodation requests and tracking outcomes.

Qualifications:
- Bachelor's degree in related field and at least 5 years of combined experience working with Employee Relations and Recruitment functions.
- At least 3 years of progressive management experience required.
- Must have experience in Microsoft Office products including Outlook, Word, and Excel. Must be proficient in Excel and be able to perform at an intermediate level.
- PHR or SHRM-CP certifications preferred.
