The Deputy Director plans, organizes, and provides direction and oversight for comprehensive department programs of the County including planning and coordinating, attending Board meetings, and other administrative duties and training functions in accordance with the mission, goals and objectives as articulated by the Department Director.
The Deputy Director of the Engineering Department ensures that assigned program functions meet all applicable laws, regulations, and County policies and administrative rules; provides professional assistance to County leadership and staff in areas of expertise; fosters cooperative working relationships with intergovernmental and regulatory agencies; and performs other duties as assigned. This position requires discretion to work with confidential and sensitive issues on a regular basis.
The Deputy Director reports directly to the Department Director.
EXAMPLES OF DUTIES
Performs various high-level assignments with a greater degree and independence and assists the Director in overall policy goals, objectives, standards, procedures, and development for the department
Responsible for strategic planning, organizing, and directing lower support staff for the County and the Department
Provides direct supervision for professional, technical, and administrative staff assigned to the Department
Provide oversight for the entire Department
Directs and oversees the planning and conducting of various training and needs assessment activities
Interprets and applies County rules, policies and procedures, Memoranda of Understanding, and local, state and federal laws.
Prepares, administers, and is responsible for the budget for assigned program areas; forecasts additional funds needed for staffing, equipment, materials, and supplies; administers the approved budget, and monitors and controls expenditures
Plans, organizes, administers, reviews, and evaluates the work of department staff directly
Provides for the selection, training, professional development, and work evaluation of department staff; authorizes discipline as required; and provides policy guidance and interpretation to staff
Directs, oversees, and develops the business work plan related to assigned program area; assigns work activities, projects, and programs; monitors workflow; reviews and evaluates work products, methods, and procedures; and prepares various staff reports on operations and activities
Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement; and directs the implementation of change
Prepares and directs the preparation of a variety of written correspondence, reports, procedures, and other written materials for Directors and Boards. Maintains and directs the maintenance of working and official department files. Monitors changes in laws, regulations, and technology that may affect department operations; and develops policy and procedural changes as required
Provides technical advice to the County leadership in area of expertise
Builds and maintains positive working relationships with co-workers, other County employees, and the community
Confers with Director and represents the Department and the County in meetings with various governmental agencies, developers, contractors, businesses, industrial groups, and the community
Participates in and/or presents to Transportation Planning Organization (TPO) meetings, including related subcommittees, such as the Technical Coordination Committee (TCC), Citizen’s Advisory Committee (CAC), the bicycle/Pedestrian Advisory Committee (BPAC), as well as leading the ITS subcommittee/workgroup
Develops and implements long and short-term plans, goals, and objectives of a comprehensive transportation plan, and recommends and/or implements improvements, as needed
Coordinates with Florida Department of Transportation (FDOT), and TPO on application and administration of state and federal grants and other transportation programs. Responsible for FDOT reporting, audits, reviews, etc.
Manages transportation planning and capital improvements
Manages transportation planning activities, including TPO’s Federal and State proposed bills
Coordinates and establishes working relationships with district and state transportation secretaries to improve financial strategies for local projects
Oversees comments on engineering plans for commercial/residential projects, as necessary, to ensure conformance to approved traffic engineering standards; reviews, evaluates, and approves traffic impact studies for proposed commercial/residential developments prior to County approval; reviews and approves traffic control plans for construction projects as needed, oversees transportation construction plans regarding bike/pedestrian and multimodal accommodations, coordinates with appropriate federal, state or local agencies
Assumes the responsibility of the Director in their absence
Performs other duties as assigned
TYPICAL QUALIFICATIONS
Minimum Qualification Requirements:
Training and Experience:
Bachelor's degree in Engineering, Civil Engineering, or a related field and eight years minimum work experience as a Professional Engineer, of which five years must be in a supervisory/management position; or a combination of education and experience equivalent to these requirements.
Licenses and Certifications:
Professional Engineer (P.E.) license in the State of Florida or have the ability to obtain within six months by having certification in a state that has a reciprocal licensing agreement with the state of Florida
Must possess valid driver's license from state of residence
Preferred Qualifications:
Master's degree in Engineering, Civil Engineering, or a related field
Requirements Upon Employment:
Successful completion of criminal history background investigation is required prior to employment
An incumbent in this job classification will be required to file a financial disclosure statement (Form 1) with the Supervisor of Elections in Escambia County, in compliance with Florida States, Chapter 112, Part III. Such filing is required within 30 days of placement in the position, and annually thereafter no later than July 1 of each year in which they serve in the covered position, and within 60 days of leaving the covered position.

Emergency Management Responsibilities:
During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane or other emergency situation, and is expected to perform emergency service duties, as assigned. The Deputy Director of Engineering will also be assigned to the Emergency Operations Center during an activation or exercise.
Physical Requirements:
Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated light work. This position requires talking, hearing, seeing and repetitive motions.
While performing the essential functions of the job the employee is occasionally exposed to outdoor weather conditions. The incumbent's working conditions are typically quiet but may be required to occasionally visit construction sites.
