Overview
Green Cyber Security Services is hiring multiple experienced Construction Surveillance Technicians (CSTs) for local work in and around Phoenix, AZ.
Responsibilities
- Conduct surveillance and understand the construction trades to closely monitor all construction activities and materials to ensure the security integrity of the building.
- Inspect, detect, and report any unauthorized technical penetrations and thwart implanted clandestine technical collection devices.
- Work closely with the assigned Construction Compliance Manager (CCM) to ensure all established security policies and procedures are followed.
- Supplement site security access controls; implement screening and inspection procedures; and monitor uncleared construction personnel in accordance with the Construction Security Plan (CSP).
Qualifications
- U.S. Citizen with an active U.S. Government issued security clearance and the ability to maintain the clearance level required for the position. Must maintain an active Top Secret Clearance.
- High School diploma or GED.

- All CST Leads must have at least three (3) years’ experience in at least one of the following areas of expertise: Construction security surveillance, Technical Surveillance Countermeasures, Industrial or Government security involving counterintelligence, construction quality assurance, or hands on supervisory construction experience.
- CSTs 2 years of experience in the construction industry with knowledge of two or more of the following disciplines:
- o Carpentry (rough-in, finish)
- o Electricity
- o Plumbing
- o HVAC
- o Sheet Metal
- o Welding
- o Dry Wall
- o Masonry
- o Security
- Capable of independent decision making, possess a high degree of individual initiative, and be able to function with minimal supervision.
- Able to stand for up to 8 hours, work outdoors in summer heat and winter cold, able to walk up to one half mile across uneven surfaces at construction site, able to bend forward at the waist, knees and climb stairs.
- Proficiency in the use of photography and tablet technology and MS Office Products such as WORD, EXCEL and Outlook use are a requirement.

Job Description
The CSTs shall monitor, observe, and interact with the construction workers as they accomplish their various tasks to preclude the introduction of electronic, electrical, mechanical, or any other type of hostile surveillance monitoring devices into finished construction.
The CSTs shall be responsible for screening all equipment, materials, and furnishings destined for use in the controlled construction area, using X-ray machines and any and all other methods of examination as outlined in the CSP and approved by the government.
Construction Surveillance Technicians must be able to learn the principles of all construction disciplines, to include Civil, Architectural, and Mechanical, Electrical, and Electronic Engineering.
They shall be capable of reading and analyzing designs and blueprints and recognizing the architect’s intended use. CST’s shall be capable of analyzing designs and structural complexities, which are intended to mask an ulterior purpose not wanted by the architect.
The CSTs shall have knowledge of Technical Surveillance Countermeasures, construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance. CSTs shall become thoroughly knowledgeable of Department of State security procedures and the level of security required in various parts of each facility under construction/renovation.
CSTs must be able to effectively communicate in English, as well as be able to write detailed reports, analyses of problems, findings, and security situations which require staff actions.
CSTs shall be capable of independent decision-making, possess a high degree of individual initiative, and function with minimal supervision. The CSTs are required to maintain detailed daily logs during their tour of duty. Logs are to be submitted to the Contractor’s Team Leader who will review them for accuracy and present them to the Site Security Manager. The use of photography and tablet use is a requirement.
