SUMMARY:
Under general supervision, the Payroll Technician prepares, maintains and verifies all payroll and employee benefit records and supporting documentation. This job class is responsible for independent judgments and solving problems/questions as they relate to the District’s payroll/compensation policies and accompanying accounting procedures.
EDUCATION AND EXPERIENCE:
- Education and/or experience equivalent to at least two years of college.
- Computer payroll experience desirable.
CERTIFICATES, LICENSES REGISTRATIONS:
- Possess a valid California Class C driver’s license.
- May be required to obtain job-related certificates after appointment.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Analyzes a variety of payroll related information, i.e., time sheets, withholding information, health and welfare benefit deductions, direct deposit etc., for the purpose of updating information, authorizing the timely payment and/or complying with established payroll practices.
- Responds to inquiries regarding payroll, benefit and health and welfare procedures for the purpose of providing necessary information for making decisions, assisting employees, taking appropriate actions and/or complying with established fiscal guidelines.
- Distributes payroll and other documents, i.e., new employee and open enrollment packets, new/change forms, flyers, identification cards, etc.
- Reads, interprets and implements provisions of the bargaining unit contracts related to compensation, vacation and leaves.
- Acts as information source for district employees and benefits vendors regarding payroll and benefits questions.
- Processes payroll changes based on administrative personnel actions such as amendments, increments, longevity or terminations.
- Prepares salary data forms for each employee.
- Participates in meetings, in-service training, workshops, etc., for the purpose of conveying and/or gathering information required to perform job functions.
- Computes leave entitlements, post absences and maintains leave/vacation records.
- Balances and reconciles monthly payroll reports pertaining to benefits and other deductions.
- Audits and verifies monthly, quarterly and annual computer runs pertaining to payroll and makes necessary corrections.
- Prepares and process a variety of voluntary and involuntary payroll deductions, including liens, taxes, supplemental insurance, 403b and 457 contributions and annuities.
- Assist auditors for the purpose of providing supporting documentation and/or information on internal processes that is require for audit.
- Ensure compliance with the Internal Revenue Service, Franchise Tax board, Workers Compensation, CalPERS, CalSTRS, Education Code and Labor Law regulation regarding payroll issues.
- Make health and welfare benefit payments to vendors while ensuring appropriate contributions are collected from the employee and employer accounts.
- Assists with the updating and maintenance of the position control system.
- Collects premiums and maintains retiree health and welfare insurances.
- Reviews notices of employment and verifies assignments, salary/hourly pay rate and administrative authorization to place employees on payroll.
- Performs work on office machines including desktop and laptop PC, printers, scanners and related equipment.
- Maintain effective and professional working relationships with district staff and the public.
- The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this position.
KNOWLEDGE AND ABILITIES:
- School district Payroll Department experience, preferably using the Escape system.
Three years of increasingly responsible clerical/accounting experience, preferably in a school district.
- Accounting and financial record keeping principles and practices, especially as they pertain to governmental and school district accounting;
- Current computer hardware and software applications;
- Interpersonal skills using tact, patience, and courtesy.
Job Types: Full-time, Contract
Pay: $27.42 - $35.01 per hour
