Basic Function
The LDAR Specialist acts as a subject matter expert for the state and federal regulations related to the leak detection and repair programs. He/she provides direct supervision and leadership to the contractor LDAR monitoring technicians. He/she provides technical support on required LDAR repairs and timeframes as mandated by the state and federal regulations. He/she will schedule monitoring for the related sites to complete all annual required monitoring. He/she will work with the LDAR Coordinator to complete all related LDAR reporting and perform internal and external audits to ensure compliance with the LDAR program.
Roles & Responsibilities
- Responsible for direct supervision and leadership of the company inspectors at each Lyondellbasell facility
- Prepare Leak Detection and Repair (LDAR) regulatory reports (NSPS VV, MON, HRVOC semi-annual)
- Identify and assist with mitigation of potential field and documentation non-compliances from fugitive emissions contractor
- Provides regulatory guidance and training as needed on fugitive emission regulatory requirements
- Periodically audit the fugitive emissions database (Leakdas) for site regulatory applicability and assignment. Correct database as needed
- Conduct routine field reviews to insure regulatory compliance
- Ensure all deviations are recorded and corrected in a timely manner
- Track all Delay of repair items and ensure all repair measures are met per plant and equipment outages
- Work with LDAR coordinator to ensure operations and maintenance complete all repairs in the applicable times (work order entry)
- Perform field monitoring to assist contractor to complete all required monthly, quarterly, and annual monitoring.
- Work with maintenance to notify them of leaking equipment and to re-monitor all equipment following repair attempt.
- Run the semi-annual deviation reports from leakdas
- Work with a 3rd party contractor for the Annual HRVOC third party audit
Min. Qualifications
- High School diploma/GED
- Must have legal authorization to work in the US on a full-time basis.
- Minimum five (5) years of Leak Detection and Repair (LDAR) experience in a petrochemical plant field environment (i.e. operations, field support)
- Proficient in LeakDas or other Leak detection management software
- Trained to use handheld analyzer (TVA) to perform fugitive monitoring
- Highly proficient with Excel
Preferred Qualifications
- Associates or Bachelor’s degree preferred
- Demonstrated experience with a fugitive emissions monitoring database
- Proven experience with Leak Detection environmental regulations
- Proven experience conducting audits of independent environmental fields
Competencies
Must be at least 18 years of age and must be legally authorized to work in the United States (US) on a permanent basis without visa sponsorship.
