The Age Friendly Grants Administrator exists to provide technical assistance, develop proposals and manage contracts, grants and deliverables associated with the Age-Friendly MN Council (“the Council”). The Age Friendly Council is a Governor-appointed organization, independent of DHS, consisting of both agency and non-agency members. The Council has statutory authority to administer and distribute multiple new and existing grants though 2023 and 2024 Minnesota Legislature appropriated funding. These grants include technical assistance provider and community grants, and additional other programs and projects determined by needs.

The Age Friendly Grants Administrator will be responsible for:

  • Overseeing and providing technical assistance and managing the Age Friendly grants program, P/T Contracts, Interagency Agreements and similar programs to ensure compliance and performance outcomes
  • Develop internal administrative processes and tools for the Council
  • Negotiate contracts
  • Facilitate communications between internal and external partners on contract management issues
  • Provide guidance to and supervision for Age-Friendly grants staff and processes
  • Deliver ongoing technical assistance to new, potential and existing partners and vendors
  • Deliver education and engagement on funding opportunities, proposal development, program expectations and DHS contracting guidelines and expectations
  • Manage budget processes related to all Council grants and contracts, and develop internal and external processes to facilitate the management of these grants and contracts
  • Support the development and implementation of skills training modules for grant recipients and ensure vendor compliance with Minnesota’s Office of Grants Management policies

Due to the nature of the Age Friendly programs, this job will include external partner communication and coordination, including work with tribal nations, county and local leaders, community organizations and other state agencies.

Minimum Qualifications

3 years professional experience with state and federal grants and contracts. Experience must demonstrate the following:

  • Program development and planning
  • Grants and/or contract management
  • Needs assessment and evaluation methodologies

Bachelor’s Degree in Human Services, Public Policy, Social Work or related field may substitute for 1 year of experience OR Master’s degree in Human Services, Public Policy, Social Work or related field may substitute for 2 years of experience

Preferred Qualifications

  • Roles and relationships of county, state, and federal government programs, planning and evaluation
  • Experience in partner engagement
  • Project planning and operations sufficient to organize projects with others, establish goals and timetables, organize project workflows, clarify mutual expectations, and evaluate results
  • Methods and processes for developing RFPs and contracts and for contract management; unit, agency, state and federal contracting requirements
  • Variety of experiences working effectively with others from different backgrounds and/or cultures
