Primary Purpose:
Provide leadership and coordination for the assessment team, overseeing the staff who conduct evaluations for students referred for or receiving special education services. Supervise the district’s Educational Diagnosticians, School Psychologists, and other assessment professionals to ensure a consistent and effective appraisal process. Ensure district compliance with legal standards and provide consultation, training, and support on assessment processes and special education requirements to campus administrators and district stakeholders.
Qualifications:
Education/Certification:
- Licensure from TEA/State Board in the area of School Psychology or;
- Teacher certification and licensure from TEA/State Board in the area of Educational Diagnostician and;
- 5 years of experience in special education.
Special Knowledge/Skills:
- Extensive experience in a wide range of services, including supervision, evaluation, diagnosis, consultation, staff development, and training as an Educational Diagnostician or Licensed in School Psychology.
- Experience working with children and youth in a special education setting.
- Comprehensive knowledge of learning theories, evaluation principles, and special education principles, laws, and concepts.
- Strong evaluation experience, with previous experience as a Lead Evaluator or supervisor preferred.
- Expertise in administering and interpreting a variety of psycho-educational and assessment instruments.
- Ability to interpret evaluation data effectively, assisting staff with student identification and appropriate educational placements.
- Knowledge of psychosocial development and understanding of the individual needs of students with disabilities.
- Demonstrated ability to create and present training modules for staff development, ensuring alignment with best practices in evaluation and special education services.

Experience:
- Three years of directly related experience in a wide range of services including supervision, evaluation, diagnosis, consultation and staff development as a Educational Diagnostician or Licensed Specialist in School Psychology, preferred.
Major Responsibilities and Duties:
Collaboration and Relationships
- Develop and maintain positive, supportive, and collaborative relationships with parents, special education teachers, paraprofessionals, campus and district administrators, special education support staff, the special education leadership team, and external entities related to assessments.
- Meet regularly with assigned campus administrators, teachers, and assessment staff (including Educational Diagnosticians, School Psychologists, and other evaluators) to ensure the effectiveness of the special education assessment process and services.
- Collaborate with assessment staff (diagnosticians, school psychologists, and related service providers) to support comprehensive and accurate evaluations.
- Serve as the primary liaison between campus and district personnel, providing clear and consistent communication to support assessment initiatives and special education goals.
Coaching, Supervision, and Program Implementation
- Supervise and guide all assigned evaluation staff, including Educational Diagnosticians, School Psychologists, and other assessment personnel, to ensure effective and efficient assessment processes and compliance with state and federal timelines.
- Monitor and evaluate the performance of assessment staff through regular feedback and progress reviews. Provide targeted coaching and support to ensure the accurate administration, scoring, and interpretation of assessments.
- Assist assessment staff in developing and implementing alternative evaluation strategies and accommodations to ensure compliance with student needs, ensuring students are properly identified for special education services.
- Support assessment staff in implementing individualized, best-practice evaluation techniques for students with diverse needs, including students with English language needs, behavioral issues, and emotional disturbances.
Professional Learning and Development
- Organize and facilitate ongoing professional development sessions and training for special education assessment staff, focusing on best practices in assessment, compliance with legal regulations, and effective communication of evaluation results.
- Meet regularly with assigned staff to provide coaching, feedback, and leadership, ensuring that training opportunities are utilized to meet the needs of the team and improve the overall assessment process.
- Stay current with new research, evaluation tools, and trends in special education assessments, integrating this knowledge into training and development opportunities for assessment staff.
Program Monitoring, Compliance, and Data Management
- Provide leadership and guidance to assessment staff regarding local, state, and federal special education rules, regulations, and compliance standards for evaluations.
- Monitor campus compliance with evaluation timelines, ensuring that assessments and reports are completed within state-mandated timelines (including Full and Individual Evaluations and Reevaluations) and in alignment with district policies.
- Implement and oversee procedures for Child Find to identify and evaluate students who may require special education services, ensuring comprehensive evaluations for all students referred for services.
- Ensure the integrity and accuracy of data collected through the evaluation process by regularly reviewing reports and documentation.
- Analyze and report data to assess the effectiveness of the district's assessment procedures, identifying areas of improvement, ensuring compliance, and maintaining accurate records.
Consultation and Communication
- Serve as the primary point of contact for staff, administrators, and parents regarding assessment procedures, evaluation outcomes, and student eligibility for special education services.
- Provide consultation to campus personnel, parents, and stakeholders regarding the educational needs of students as identified through the assessment process.
- Communicate regularly with the Executive Director of Special Education and other district leaders to provide updates on assessment staff performance, program needs, and compliance issues.
Supervision and Evaluation of Staff
- Supervise and evaluate the performance of assigned assessment staff, using district-approved evaluation tools and providing constructive feedback to improve performance.
- Monitor and review the accuracy and timeliness of documentation related to assessments in the district’s special education data management system.
- Conduct regular one-on-one meetings with assessment staff to provide support, set expectations, and ensure alignment with district goals and compliance requirements.
Meeting Participation and Program Leadership
- Participate in ARD meetings, staffing meetings, and other relevant committee meetings to provide expertise on the evaluation process, eligibility determinations, and accommodations/modifications for students.
- Lead discussions during department and district meetings to share updates on assessment initiatives, gather input, and drive continuous improvement in the assessment process.
- Facilitate the coordination of team efforts during large-scale evaluation periods, ensuring that all staff members are working efficiently and in alignment with district goals and state guidelines.
Other
- Follow district safety protocols and emergency procedures.
- Participate in professional learning opportunities, department meetings, and special events as assigned to enhance professional development and contribute to department goals.

Supervisory Responsibilities
- Supervise and evaluate all assessment staff under the department (including Educational Diagnosticians, School Psychologists, and other evaluators).

- Communicate regularly with the Special Education Leadership Team and other district and regional personnel to align efforts, report on performance, and make necessary adjustments to staffing or services.
