The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Organizational Development & Human Resources (OD&HR) is the Agency’s internal consultant/partner on organizational culture change and human resources matters for a workforce of approximately 6,000 employees. We identify and respond to employee relations issues, staff development needs, and current and strategic talent requirements. We collaborate with the Agency’s executive staff, employees, managers, employee representatives, employee affinity groups, and other City agencies to develop sustainable policies, procedures, and practices. OD&HR ensures our operations is staffed with the best qualified, developed, and engaged employees. Our mission is to help DEP achieve its mission and strategic goals by providing excellence, measurable impact, and continuous improvements in organizational development, human resources services, professional development and training, workforce planning, and employee engagement.

OD&HR’s Employee Benefits and Extended Leaves Unit (EBU) is responsible for providing the Agency with support in the areas of employee benefits, pension enrollment, retirement counseling, WTC 9/11 Health Initiative & Registry, Flexible Spending Programs, Deferred Compensation, union benefits, Management Benefits Fund (MBF), and all other aspects of non-centralized related health benefits. EBU is committed to providing our employees with the latest updates, information, and resources regarding all areas of employee benefits.

Benefits

The EBU is seeking a dynamic and motivated individual to serve as a Benefits Coordinator. The selected candidate will be responsible for the following:

  • Conduct onboarding for potential new hires in adherence to City policies and procedures related to city benefits including health insurance, union coverage, Management Benefits Fund (MBF), Flexible Spending Programs, New York Employees' Retirement System (NYCERS) (Pension) enrollment and Deferred Compensation Plan;
  • Conduct new-hire orientations covering City policies and procedures related to employee benefits;
  • Assist employees with navigating employee benefits websites and other human resources links such as Employee Self Service (ESS);
  • Serve as a liaison to oversight agencies such as the Office of Labor Relations and Management Benefits Fund (MBF), New York City Automated Personnel System (NYCAPS) (DCAS), and NYCERS ensuring that enrollment materials are up to date and applications are processed in a timely fashion;
  • Create, organize and update benefit enrollment materials/packages;
  • Assist with the retirement process for the Agency (i.e, learning tier and title requirements, give instruction to potential retirees on the retirement process and processing retirement paperwork;
  • Prepare monthly and bi-monthly retirement sessions for potential agency retirees;
  • Assist in the agency’s quarterly blood drives.

Minimum Qualifications

  • A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
  • An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
  • Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
