The work involves the responsibility of assisting the Director in the management, and operations by providing strategic vision and direction to staff in all divisions of the Orange County Transportation Department. An employee in this class is responsible for administrative, and managerial work in directing and supervising staff in the day-to-day operations of the department, performing executive-level multimodal transportation initiatives, driving operational excellence, aligning initiatives with strategic goals, and executing the department’s annual budget and Annual Work Program with strategic focus in alignment with organizational goals and the advancement of transit initiatives.
Responsibility also includes, representing the County on Technical Committees and collaborating with the Director to address all transportation-related issues, leveraging expert-level knowledge in transportation planning, modeling, funding, and quality control to deliver precise, efficient, and impactful work products that align with departmental responsibilities.
Work is performed under the general supervision of the Transportation Director with considerable leeway to exercise independent judgment within the framework of applicable rules, regulations, policies, and procedures in the performance of duties, prioritizing work, accomplishing projects, and in making decisions regarding customer needs and requests. Supervision and management of staff is required of this position. Performs other related duties as required.

MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a bachelor’s degree inin public administration, business, transportation, urban or Regional Planning or closely related field AND five (5) years of progressive work experience in transportation, planning, and creating and implementing programs and strategic initiatives using data driven analysis AND three (3) years of experience in directly supervising staff, OR
An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.
Experience working in a transportation and/or transit administrative role in an organization of similar size is preferred.
Certification in any of the following is preferred:
- American Institute of Certified Planners (AICP)
- Professional Transportation Planner (PTP)
- Geographic Information Systems (GIS)
SPECIAL REQUIREMENTS
All offers of employment are conditional upon successful clearance of a background check. Employment cannot commence until the employee has been cleared.
Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.
Salary : $76,612 - $113,305
