The St. Paul Public Housing Agency (PHA) has been serving the community for over 45 years. St. Paul PHA is an independent agency that owns and operates affordable rental housing for low-income families and individuals throughout the City, with subsidies from the U.S. Department of Housing and Urban Development (HUD). The PHA provides approximately 4,273 affordable rental units in hi-rise buildings, townhomes, and scattered site single family and duplex homes. The PHA administers 5,242 Housing Choice Vouchers, paying over 45 million annually in federal rent subsidies to private owners who rent units to eligible families and individuals with very low incomes.

The PHA helps families and individuals with low incomes achieve greater stability and self-reliance by providing safe, affordable, quality housing and links to community services.

The standard package includes paid vacation and sick leave; eleven paid designated holidays and two paid floating holidays; health and dental insurance coverage; and an employer pension contribution equal to 7% of employee's salary (employee contributes 5%). CLASS SUMMARY: Incumbents are responsible for performing routine maintenance and janitorial duties in hi-rise buildings to ensure the safety of the building, its residents and equipment.

DISTINGUISHING CHARACTERISTICS: The Maintenance Technician is the second level of five level maintenance series and is responsible for addressing maintenance and safety issues in hi-rise buildings; and is distinguished from the Maintenance Mechanic, which is responsible for performing semi-skilled maintenance and repairs and is distinguished from the Maintenance Helper by its responsibility for semi-skilled maintenance duties and floor care in hi-rise buildings.

Duties:

  1. Performs routine cleaning duties in hi-rise building common areas such as community room, offices, restrooms and elevators to include: cleaning and dusting furniture; washing windows and walls; vacuuming hallways; minor touch up and repair and painting of walls; and, floor care such as stripping and waxing.
  2. Prepares hi-rise units for rental to include: clean appliances; wash windows; wash out cupboards and closets; strip and wax unit floors; completes minor electrical repairs such as replace switches; minor repair of plumbing such as leaking faucets; replace unit locks; repair screens; minor tile replace or repair; replace cabinet hardware and, minor repair on refrigerators and stoves.
  3. Performs routine, emergency and after hours work order service requests in hi-rise buildings such as repair plumbing, electrical, and appliances such as leaking sinks and toilets; replace unit locks; clean out plugged drains, repair minor electrical problems such as replace switches, minor repair on refrigerators and stoves. Responds to floods and do appropriated clean up.
  4. Performs grounds maintenance duties around the hi-rise to include: removing leaves, branches, trash, and debris from sidewalks, walking paths and parking lots; trimming hedges and shrubs; edging and mowing; and, salting and snow removal.
  5. Performs preventative maintenance on dwelling units to include: inspecting and servicing electrical, plumbing, heating systems and appliances.
  6. Operates vehicles and equipment such as snowplows, riding mowers and saws and performs routine preventive maintenance such as changing oil and sharpening and replacing blades.
  7. Performs records management duties to include: locations of emergency or maintenance equipment within hi-rise building, after-hours emergency phone numbers, and inventory records.
  8. Complete and turn in all reports, daily work logs and receipts.
  9. Responds to hi-rise building alarms in emergency situations to include: locating origin/building location of alarm; assessing the severity of emergency situation; securing tenants apartment; and, requesting additional emergency assistance.
  10. Must be available to work evenings, nights and weekends including being available for 1) periodic scheduled on-call, 2) calls to respond to emergencies, and 3) snow removal.
  11. Performs duties in a safe manner to minimize job related accidents and injuries.
  12. Must abide by all Board approved policies, policies prohibiting discrimination and harassment, executive communications, administrative procedures, and safety procedures established by the PHA.
  13. Must travel to various PHA sites and other locations that are required by the nature of the work.
  14. Performs other duties of a similar nature or level.
Requirements:

KNOWLEDGE (position requirements at entry):

Knowledge of:

  • Basic plumbing, electrical repair, and cabinetry repair;
  • Grounds maintenance techniques pertaining to snow removal, landscaping, and lawn care;
  • Cleaning and sanitizing techniques;
  • Cleaning solutions;
  • Proper floor care procedures;
  • English, grammar, punctuation.


SKILLS (position requirements at entry):

  • Skill in:
  • Using cleaning supplies and detergents to sanitize and disinfect surfaces;
  • Operating mechanical equipment related to landscaping, lawn care, and snow removal;
  • Operating a variety of cleaning and maintenance tools;
  • Troubleshooting and repairing routine electrical, mechanical, and plumbing problems;
  • Operating and maintaining variety of janitorial equipment such as mops, floor buffers, and carpet shampooers;
  • Maintaining accurate files and records;
  • Communication, interpersonal skills as applied to interaction with co-workers, supervisor, residents, the general public, etc. sufficient to exchange or convey information and to receive work direction.


REQUIRED QUALIFICATIONS

  • Education: Graduation from high school or GED
  • Experience: Combination of 1 year of relevant experience in jobs at the A Band or higher level such as building and grounds maintenance, or general building maintenance including minor electrical, plumbing, or other general building repair; and/or relevant education.


PREFERRED QUALIFICATIONS

  • Experience: Additional years of relevant experience in jobs at the A Band or higher level and/or relevant education.


LICENSING REQUIREMENTS (position requirements at entry):

  • Must have a valid Driver’s License and vehicle at entry and continuously during employment.


PHYSICAL REQUIREMENTS:

HEAVY WORK - Exerting 50-100 pounds of force occasionally, or 25 to 50 pounds of force frequently, or 10 to 20 pounds of force constantly to move objects. (For complete physical requirements see “Physical Demands Job Analyst” on file.)
