Raul V. Bravo Associates is seeking for an Cost Estimator to work in a team-based environment. The Cost Estimator is responsible for developing, monitoring, and reporting on project costs, budgets, and estimates across various civil and transportation projects. This role involves preparing detailed cost analyses, assessing financial risks, and ensuring compliance with federal grant and organizational standards.
MAJOR DUTIES AND RESPONSIBILITIES:
- Prepare and review capital, operating, and construction cost estimates, including initial ROM estimates and detailed breakdowns for complex projects.
- Develop project schedules, cost forecasts, and Independent Cost Estimates (ICE) for designs and change order proposals.
- Analyze specifications, drawings, and layouts to calculate construction costs using historical data, labor, materials, and equipment pricing.
- Monitor budget compliance, perform cost trend evaluations, and update cost forecasts using actual cost data.
- Assist with program budget maintenance and ensure alignment with funding parameters.
- Establish forecasting and estimating best practices across program offices, including variance analysis and integration of lessons learned into future estimates.
- Prepare reports on monthly cost performance, operational efficiencies, and risks using Earned Value Management principles.
- Provide value engineering assessments and reports to evaluate alternatives for preventive maintenance, major work events, and capital campaigns.
- Complete daily work reports and perform additional tasks as directed.
BACKGROUND AND EXPERIENCE REQUIRED:
- Bachelor’s degree in engineering, construction management, or related field (Associate degree with significant relevant experience may be considered).
- A minimum of 5–8 years of cost estimating experience on large civil projects, preferably in rail/transportation.
- Demonstrated expertise in preparing construction estimates and analyzing project data for bridge, tunnel, and infrastructure systems.
- Strong proficiency in Microsoft Office (Excel, Word, Outlook) and tools like Procore, Maximo, or P6 scheduling.
- Knowledge of construction techniques, contract management, and cost escalation principles.
- Effective mathematical, analytical, communication, and technical writing skills.
- Familiarity with Earned Value Management and federal grant requirements is highly valued.
BACKGROUND AND EXPERIENCE PREFERRED:
- Certified Estimating Professional (CEP) or equivalent designation from AACE.
- Field construction experience and familiarity with budgeting systems.
- Experience with cost forecasting and Return on Investment analysis for preventive maintenance programs.
