The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.
About this position:
As a Senior IT Business Analyst, the employee performs a complete range of information system analyst assignments including, but not limited to, designing, developing, testing, and implementing computer systems and applications for the Department of Technology, Management and Budget for the Labor and Economic Opportunity (LEO) E&T. This individual collaborates with stakeholders: Work closely with business stakeholders, product owners, and development teams to gather and refine business requirements, ensuring they are clear and aligned with project goals, facilitates JAD (Joint Application Design) sessions to engage stakeholders in discussions, enabling clear understanding and consensus on requirements. This individual participates in test planning & execution: Design and execute test plans and test cases based on user stories and acceptance criteria. Conduct functional, regression, integration, and user acceptance testing (UAT) to ensure the application meets business needs. Evaluate, document, and inform DTMB management and supported client agency of impact and risks, including disaster recovery planning, to existing IT solutions due to proposed legislation, enhancement requests, or changes in governmental processes or procedures. Actively participate in the development and implementation of assigned client agency’s IT strategic direction/plan. Mentors other DTMB staff to resolve client agency IT issues. Works closely with the client for information technology solutioning with the department wide technology and vendor applications.

Additional Requirements and Information
This position is located in Lansing, MI. This position may work a hybrid (remote/office) schedule with 2 days required in the office per week. Selected candidates who have been approved to work a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.
Signing Bonus:
This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.Education
Information Technology Programmer/Analyst 12
Possession of a Bachelor's degree with 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.
Experience
Information Technology Programmer/Analyst 12
Two years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11.
OR
Educational level typically acquired through completion of high school and four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.Certain positions may require certification in specific information technology programs.
