Responsibilities of the School Budget Bureau:
This position for the Public Education Department (PED), School Budget Bureau is to work as an oversight agent, monitoring a portion of the 89 school districts and approximately 96 charter schools. The position has multiple responsibilities related to the administration of the state public school funding formula that distributes approximately $4.1 billion to public schools throughout the state. The position also requires extensive technical assistance to be provided to school district and charter school staff regarding finance and budgeting issues using state law, PED rules and the Public School Accounting and Budget Manual as criteria. The position requires review, verification and approval of school district and charter school yearly Operating Budgets and monthly or quarterly revenue, expenditure and cash reports. The Budget Analyst Principal has additional duties related to school district or charter school Board of Finance suspensions, emergency supplemental oversight, training of other Bureau staff, preparation of education finance statistics, auditing of school calendars, and coordination of the Spring Budget Workshop.
How does it get done?
1. Review, analyze and recommend for approval and certification school district and charter school Operating Budget in a timely basis according to strict deadlines.
2. Review, analyze and make recommendation on various financial or financially related data on a timely basis or according to deadlines.
3. Monitor the timely submission of all required financial reports and resolution of discrepancies prior to statutory deadline or before the next reporting period.

PED upper management, school districts, charter schools, School Boards, Superintendents, Charter Representatives, Legislators, and the Governor.

Minimum Qualification
Bachelor's degree in Finance, Accounting, Economics, or Business Administration and five (5) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.
Employment Requirements
Must possess and maintain a valid New Mexico's Driver's License.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.

- Monitors the distribution and use of nearly half of the state's General Fund appropriations each year
- Provides school finance information to the legislature, the federal government, the general public, and other interested parties
- Maintains the Manual of Procedures for Public School Accounting and Budgeting
- Provides technical support and training for school district and charter school business personnel
- Helps develop the public school support appropriation recommendation
- Collects and analyzes student membership data
