The State Treasurer serves as the chief banker and investment officer for the State of New Mexico. As such, the State Treasurer's Office provides cash management and banking assistance to state agencies, validates bank activity, acts as the paying agent for state-issued bonds, manages and invests the state's operating cash and the state's bond proceeds, manages and invests the New Mexico Local Government Investment Pool on behalf of New Mexico's local governing entities, administers New Mexico's Achieving a Better Life Experience (ABLE) and retirement savings programs, and enforces the state's collateral policy on financial institutions holding state money.

This position serves as Chief Procurement Officer, the Encumbrance and Accounts Payable lead for the agency and provides the State Treasurer's Office direction and oversight on all procurement for over $4.2 million in appropriation funding. This position oversees all accounts payable, fleet management and provides audit support for the Finance Division.
How does it get done?
This position reviews, approves and tracks all agency purchase orders relating to contracts and procurement. Ensures accuracy and compliance with the New Mexico Procurement Code and Model Accounting Practices (MAPs), works with the Department of Finance and Administration (DFA) on all contracts, works with vendors, oversees and completes requisitions, purchase orders, contracts, request for proposals, invitations to bid, sole source contracts, inter-governmental agreements, memorandum of agreements as well as grant agreements for allocation of agency funding to the State Treasurer's Office. This position will track budget, funding, required payments, and contracts.
This position manages the fleet for the STO, coordinates maintenance and repairs, processes lease agreements and payments, processes NM General Services Department (GSD) mileage reports and other requirements timely and ensures changes to GSD requirements are implemented and communicated to staff.
This position also provides administrative support to include working with the auditors to meet statutory deadlines. Provide guidance and training to agency staff, provide quarterly status updates to
the Chief Financial Officer on all procurements, contracts, etc, prepares monthly trial balance reconciliation for fiduciary and governmental funds. Ensure compliance with Federal, State and Agency rules and regulations.

Minimum Qualification
Bachelor's degree in Finance, Accounting, Economics, or Business Administration and five (5) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Must currently possess and maintain the Chief Certified Procurement Officer Certificate.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
