The NM State Land Office has a Non-Emergency Telework Policy, which allows eligible employees to telework up to twenty-four (24) hours a week consistent with the agency's business needs.
The Commercial Resources Division currently is operating on a schedule allowing for up to 16-hours of telework after a probationary period. All new hires in the Commercial Resources Division must complete a 6-month probationary on-boarding and training period before becoming eligible for telework agreements.
As a valued State Land Office employee, you will receive a hiring bonus of forty (40) hours of leave at your start date to be used at any time. This is in addition to standard leave accrual for employees.
Why does the job exist?
The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals. The NM State Land Office's Rights-of-Way bureau is part of the Commercial Resources Division. The Division is comprised of Business Leasing and Rights-of-Way bureaus, as well as an Office of Renewable Energy and an economic development project unit. The Division engages in a broad array of leasing activities on approximately nine million acres of state trust land, which generates millions of dollars each year for public schools, universities and hospitals. The Rights of Way Analyst is responsible for the management of an assigned portfolio of right of ways and permits. The position must accurately process applications, explaining the procedures to applicants, and have the ability to gather and organize the needed documentation in a timely fashion. The position will provide customer service to a variety of industries including but not limited to oil and gas, commercial development, and telecommunications. The Rights of Way Analyst will be assigned to the Rights of Way Bureau, however as part of the Division's cross-training initiative, the analyst will also assist with processing business leases as needed. This position will also focus on compliance and financial accounting efforts.
How does it get done?
The analyst must evaluate and process multiple right of way and permit applications and leases. The analyst will coordinate with applicants to acquire missing data, as necessary, to ensure accurate leases and permits are executed. The analyst will accurately input required information into the Land Information Management System (LIMS). Work with other Land Office personnel to complete required evaluations and reports for each lease.
The analyst will be responsible for managing a large portfolio of rights of way, requiring flexibility, adaptability and most importantly, the ability for critical thinking and problem solving.

Internal: Oil, Gas, and Minerals Division; Administrative Services; Commercial Division; Legal Division; Surface Resources Division; and executive State Land Office management officials (Office of the Commissioner).
External: New Mexico public schools, universities and hospitals; individuals; general public; lessees (agricultural, oil and gas companies, commercial, rights-of-ways); natural resource authorization users; program enrollees; hunters; other government entities (state, federal, city, county, tribal).
Ideal Candidate

Minimum Qualification
Associate degree and two (2) years of experience in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.
Employment Requirements
Must posses and maintain a New Mexico Driver's License.
Working Conditions
Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers and printers, and phone usage with extended periods of sitting, standing, bending, squatting, climbing, reaching, kneeling and crawling. Ability to lift up to 25 lbs. Some travel may be required.
