The CDBG Grants Manager serves as the principal point of contact for at least two assigned regions of the state. Provides technical assistance to units of local government and grant administrators regarding the development and implementation of Community Development Block Grants. Monitors grant activities for timely performance and compliance with State and Federal regulations.
Job Functions
1. Grant Management: Perform operational management for the CDBG program from project development through implementation phase by applying expert knowledge in assisting applicants with completing grant applications, reviewing applications, evaluating feasibility and fundability of proposals, recommending applications for approval, making funding recommendations, conducting site visits and providing project start-up guidance. To include providing timely training and assistance to grantees during project implementation in the evaluation of amendments, quarterly reports, financial reports, complaints and correspondence.
2. Compliance and Regulatory Oversight: Ensuring that grantees follow all Federal and State applicable laws, regulations and policies to include procedures outlined in the State CDBG Program's Implementation Manual. Provide continuous progress monitoring of all assigned projects on an ongoing basis. Conduct compliance reviews (typically conducted on-site) for adherence with all regulations and policies to include timely closeout of grant projects.
3. Technical Assistance and Training: Provide timely training and technical assistance to applicants, grantees and others in proposal writing, project implementation and closeout. To include serving as staff in training for CDBG program guidelines and compliance regulations.
4. Provide support and assistance to Senior Division staff, CDBG program administrator and tenured CDBG grant staff members as needed.
