What are the responsibilities and job description for the Recreational Trails Program Grants Coordinator position at State of South Carolina?
The South Carolina Department of Parks, Recreation and Tourism administers several grant programs ranging from development of public recreational opportunities throughout the state to marketing support for qualified nonprofit organizations.
Job Purpose and Duties
In collaboration with the Director of Recreation, Grants, and Policy, oversees the management of the Recreational Trails program and administers the Recreational Trails Program grants. Coordinates with staff managing the PARD and LWCF programs to ensure SCPRT complies with all state and federal regulations. Collaborates with other agency divisions to identify potential recreation development opportunities.
1) Initiates policies and procedures to expediate the obligation and expenditure of the Recreational Trails Program grant funds.
2) Administers the computerized tracking of the Recreational Trails Program and coordinates appropriate billing information with the finance office.
3) Oversee and work with the State Trails Advisory Committee to revise and update the RTP program criteria to reflect good grant management practices. Develop and maintain effective relationships with agencies, trail user groups, volunteers, local organizations and media representatives for trail and greenway development.
4) Coordinate with the South Carolina Dept. of Transportation (SCDOT) and the Metropolitan Planning Organizations (MPOs)/Councils of Governments (COGs) regarding RTP projects being inputted into the Transportation Improvement Program (TIP), and subsequently into the Statewide Transportation Improvement Program (STIP). Provide all required RTP documentation to FHWA in a timely manner.
5) Transition all management aspects of the RTP grant program to the Webgrants System. Work with the Director of Recreation, Grants & Policy to develop Webgrants Guidance Documents for both internal and external users.
6) Assists as team member in the administration of LWCF, PARD, and other grant programs as requested.
7) Provides assistance to private, not-for-profit and public entities regarding RTP grants, trail and greenway planning, development, funding and management issues.
8) Practice and promote teamwork within the work unit/office, throughout the agency and with external agency stakeholders. Represents office as an active member on agency teams assigned throughout the year.
Bachelors degree in Recreation, Planning, Business Administration, Public Administration or related fields. At least three years of experience in comprehensive community planning for recreation or state or federal grants administration.
Additional Requirements:
1) Ability to cross uneven terrain, climb ladders and lift up to 50 lbs. Must possess and maintain a valid S.C. drivers license.
2) Ability to establish and maintain effective business relationships with prospective and current stakeholders. Knowledge of resources throughout the state to assist communities and improve economic competitiveness. Ability to direct, oversee and evaluate projects. Strong project management, organizational and interpersonal skills (written, verbal, and presentation). Strong computer skills.Actual Job Location: Recreational Grants & Policy in Central Office
