DIRECTOR OF RECREATION and COMMUNITY SERVICES
Definition
Responsible financial, administrative and supervisory work planning, organizing, coordinating and implementing a comprehensive community recreational program and state licensed pre-school and after school programs, including operation of a skating rink, beach, spray pool and rental facility; all other related work, as required.
Supervision
Works under the policy and administrative direction of the Town Manager, in accordance with federal, state and local laws, rules, and regulations affecting the operation of the department. Consults with the Town Manager on situations not clearly defined by precedent or established procedures.
Performs highly responsible duties requiring independent judgment in organizing and coordinating programs. Performance of functions is evaluated by means of predetermined goals. Establishes short-term and long-term goals and plans, performance standards and assumes responsibility for results.
Works independently, in accordance with established procedures, departmental policies and standards. Performs a variety of responsible duties which require attention to detail and accuracy and the exercise of considerable judgment and initiative in carrying out an entire operation.
Supervisory Responsibilities
Supervises 11 full-time and directs the work of more than 100 seasonal employees.
Work Environment
Some work is performed under typical office conditions; work is frequently conducted outdoors engaged in physical activities. The workload is subject to seasonal and weather-related fluctuations. The nature of the work requires irregular work schedules, including evening and weekend hours, attendance at meetings and response to emergency situations.
The employee operates standard office equipment and recreational equipment.
The employee has ongoing contact with the public and regularly interacts with town departments, town officials and a variety of service providers and organizations, including youth sports, friends groups, private organizations and various community civic organization, etc. Contacts require persuasiveness and resourcefulness to achieve desired objectives; contact with the public is in person, by telephone, e-mail, and in writing.
The employee has access to personnel files, bid documents and criminal investigations and records.
Errors could result in personal injury, injury to others, damage to buildings or equipment, delay or loss of service, monetary loss and legal repercussions.
Essential Duties and Responsibilities

Manages a comprehensive community recreation program; plans, organizes, and conducts activities and special events for all ages.
Oversees the operation of the skating rink, beach, spray pool, Parmenter School; coordinates with Facilities Department on maintenance and related capital projects. Works in conjunction with the Department of Public Works in the maintenance of over twenty-six designated town parks playgrounds and athletic fields (including all facets of landscaping, trash removal, field preparation and field maintenance).
Manages all aspects of the Town’s field scheduling and permitting process for all groups utilizing town playing fields and parks. Manages rental agreements and contracts for use of space within Recreation space at the Parmenter School site.
Recruits, hires, trains and instructs staff in all aspects of departmental policies and procedures; supervises staff in the performance of their work; assigns staff and develops work schedules.
Develops budget estimates; administers specific program budgets; calculates program fees. Develops strategies for program financing. Develops specifications and contract documents for vendor services; oversees contract with service vendors and monitors vendor performance. Oversees the preparation of payroll and bill warrant; ensures that the systems for records and expenditures and receipts functions properly and efficiently.
Submits and manages capital projects vetted by the Capital Planning Committee and Community Preservation (Act) Committee. Manages capital projects under jurisdiction of the Park and Recreation Commission.
Consults with other town departments and divisions to ensure that facilities are safe and properly maintained.
Monitors and evaluates ongoing programs to assess adequacy and competence of staffing; evaluates needs and develops long-range plans for program development and facilities management; publicizes and markets department programs to encourage participation.
Provides general oversight, administration and evaluation of state licensed pre-school and after school programs.
Meets with the Park and Recreation Commission and other town commissions and task forces; meets with private and public groups; serves as staff person for the Park and Recreation Commission.
Provides direct service for programs; teaches and/or supervises classes and facilities.
Performs similar or related work as required, or as situation dictates.
Recommended Minimum Qualifications
Education and Experience
Bachelor's Degree in park and recreation management, leisure studies, physical education , or a related field with five years experience in recreational management, preferably in a municipal setting; Master’s Degree preferred; or an equivalent combination of education and experience.
Special Requirements Certification in CPR and First Aid required.
Knowledge, Ability and Skill
Thorough knowledge of the principles and practices of community recreation management and program evaluation and development.
Ability to interact effectively and diplomatically with other town employees and the general public. Ability to communicate clearly and concisely, both orally and in writing, with people of all ages. Ability to develop and adapt innovative cost‑effective programs to meet community needs. Ability to instruct others.
Excellent planning, organizational and customer service skills. Supervisory skills. Budgetary skills.
Knowledge of current recreational software programs. Excellent computer skills including word processing and spreadsheets.
Knowledge of ice rink management and maintenance techniques desirable.
Physical Requirements
Minimal physical effort is generally required to perform duties under typical office conditions and when visiting program sites. The employee is frequently required to stand, walk, sit, speak and hear, and moderate physical effort may be required to lift equipment and supplies weighing up to 50 pounds. Vision requirements include the ability to read routine documents, use a computer and operate an automobile.
