THE TOWN OF EAST GREENWICH IS ACCEPTING APPLICATIONS FOR:
DIRECTOR OF PUBLIC WORKS
This position is responsible for all personnel within the public works department including, but not limited to day-to-day maintenance of the Town’s infrastructure services such as sewer maintenance and facility operation, street maintenance, town storm and sanitary sewer operations, and emergency response for snow and ice, flood, severe weather mitigation. The public works department is also responsible for public buildings, engineering and building inspection. The successful candidate will assist in developing departmental policies and procedures, short-and long-range plans and goals, administers budgets, and supervises staff.
Essential Duties & Responsibilities
- Plan, organize, manage, lead, and direct the overall operations, maintenance and repair of a variety of municipal services including, but not limited to, Town streets, facilities, and fleet maintenance;
- Oversee Public Works functions including permit issuance, inspections, water quality and waste management reporting, Capital Improvement Project Programs, and emergency management;
- Select, assign, train, direct and evaluate subordinate staff; assure training and guidance for staff involved in various aspects of public works and related services; oversee and implement disciplinary personnel actions in coordination with the town’s Administrative Services Manager;
- Participate as a member of the Town’s Executive Team; provide assistance to the Town Manager and the Town Council on Capital Improvement Project Programs and Public works service-related matters;
- Oversee project management for the construction of the municipal public works projects; oversee assigned projects to ensure contractor compliance with time and budget parameters for the project;
- Maintain regular contact with consulting engineers, construction project engineers, Town, State and Federal agencies, professional and technical groups and the general public regarding department activities and services; attend meetings, conferences and workshops as assigned;
- Performs engineering functions; review plans, specifications and related documents; ensure compliance with codes, ordinances and standards;
- Manage and participate in the development and administration of the Public Works department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary;
- Oversee the bidding of contracts, prepares cost estimates, competency of contractors and vendors, and the selection criteria for public contracts;
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of public works and engineering;
- Responds to problems or inquiries from employees, officials, or the public, and provides resolution;
- Review legislation and assure compliance with laws, regulations, statutes, and codes that impact Department operations;
- Perform other such duties as may be assigned and as are consistent with this position.
Education and Experience:
- Bachelor’s degree from an accredited college or university in civil engineering, public administration or a related field. A Master’s degree is highly desirable and
- Five years of increasingly responsible experience in public works or engineering, including three to five years of experience of administrative and supervisory responsibility;
- Or any equivalent combination of education, training and experience.
Preferred Requirements:
- Professional Engineer’s License.
Necessary Knowledge, Skills and Capabilities
- Municipal public works planning, designing, maintenance and construction, streets, traffic and utilities maintenance programs;
- Broad knowledge of public works and municipal infrastructures, municipal operations, engineering design, construction supervision, budget administration, use of computer programs.
- Ability to interact effectively and appropriately with the public and other personnel, assess situations and formulate appropriate resolutions. Ability to deal with disgruntled members of the public. Ability to supervise and provide training to employees. Ability to carry out duties in an organized, safe and cost-effective manner often under inclement weather conditions.
- Strong leadership, diplomacy in dealing with employees, written and oral communication skills, supervisory and administration skills.
