Job Title: Human Resources Director                                                                     
Supervised by: CFO
Department: Human Resource                                                 
FLSA Status: Exempt 
 
Job Summary: 
The purpose of this job is to perform administrative/managerial functions associated with the development, coordination, and administration of all aspects of the Tribe’s personnel functions, including recruitment and retention, staffing, compensation, benefits, employee relations, and risk management. Duties and responsibilities include recruiting and overseeing the selection of employees; administering all benefit plans; coordinating workers' compensation program activities; developing training programs, representing the Tribe in personnel-related legal situations; providing counseling on employment matters; developing and maintaining documentation, rules, and regulations; and maintain an awareness of legal and /or governmental requirements pertaining to personnel functions. 
 
Essential Duties and Responsibilities: 
  • Supervises, directs, and evaluates assigned staff; including but not limited to Benefits Coordinator, Benefit Technicians, Risk Management Coordinator, Administrative Assistant, Staff Development Coordinator, Personnel Generalist, Personnel Technicians; handling employee concerns and problems; assigning work counseling, and recommending disciplinary and other personnel actions.
  • Recruits, oversees interviews, screens, and oversees participants in the selection of new employees for all Tribal departments to include receiving applications, interviewing candidates; conducting employment verifications and background checks; scheduling and/or conducting applicable testing;  selecting and/or recommending new hires, and conducting orientation activities.
  • Administers all benefit plans to include insurance plans, pension plans, cafeteria plans, etc; solicits proposals from potential vendors; reviews and recommends plan administrators and/or benefits; coordinates benefits-related problem resolution; educates employees; communicates information concerning the status of benefits.
  • Coordinates worker's compensation program activities; receives and reviews documentation and forwards as appropriate; maintains records; works to ensure compliance with legal requirements.
  • Coordinates personnel-related compliance with requirements of the Americans with Disabilities Act; arranges for accommodations for disabled employees.
  • Coordinates risk management activities; organizes and evaluates safety programs; maintains records.
  • Develops, coordinates, and/or administers employee training programs through the Staff Development Program.
  • Develops, maintains, and updates Tribal policies and procedures, incorporating legal and/or regulatory requirements; makes recommendations for revisions; works to ensure compliance with the Tribal policies and procedures by employees.
  • Represents the Tribe in personnel-related issues or at hearings, court sessions, etc; prepares and maintains documentation and files related to potential legal issues, including grievance procedures established by the Tribal Policies.
  • Communicates information to employees, including organizing and preparing information, distributing information, speaking at employee meetings, posting information in appropriate locations, providing individual counseling and/or assistance, responding to grievances, ect.
  • Coordinates performance evaluation administration; schedules evaluations; analyzes written evaluations and forwards as appropriate; performs follow-up activities
  • Participates in planning and preparing the annual budget for departmental operations and the Tribe’s health insurance programs.
  • Orders departmental services and supplies; reviews and approves invoices, following established budgetary guidelines.
  • Complies employment classification and compensation data; reviews for adherence to program guidelines; conducts and/or participates in salary and benefits surveys.
  • Prepares and/or generalists routine correspondence, letters memoranda, forms, reports, and documents via computer.
  • Prepares department files; maintains file system of departmental records.
  • Responds to routine for information from officials, employees, members of the staff, the community, or other individuals.
  • Maintains a comprehensive, current knowledge and awareness of laws and regulations pertaining to all aspects of personnel activities; maintains professional affiliations; reads professional literature; attends workshops and training sessions as appropriate.

Minimum Qualification:
  • A Bachelor Degree in Human Resources or Business Administration, or Public Administration and five (5) years of extensive experience in Human Resource Administration.
  • A master's degree in Human resources, Business Administration, or Public Administration and four (4) extensive experience in Human Resource Administration.
  • Valid driver's licenses and be insurable by Tribe.
  • CPR and First Aid certification or be willing to obtain.

Knowledge and Skills:
  • Proficiency in or knowledge of using a variety of computer software applications, especially Excel and Microsoft Suite.
  • High level of interpersonal skills to handle sensitive and confidential situations and documentation.
  • Knowledge of office administration procedures ability to operate most standard office equipment
  • Attention to detail in composing, typing, and proofing materials, establishing priorities, and meeting deadlines.
  • Good to excellent spelling, grammar, and written communication skills.
  • Excellent telephone and oral communication skills.
  • Ability to maintain a high level of confidentiality.
  • Mathematical: Ability to apply mathematical concepts.  Ability to apply mathematical operations to such tasks as determining postage rates, printing costs, etc.
  • Reasoning: Ability to define problems collects data, establish facts and draw valid conclusions
