Job Duties
The Virginia Department of Environmental Quality's Office of Financial Managment is seeking a qualified candidate for a Senior Accountant. This position will ensure that general ledger accounts including fund balances per DEQ’s financial system (Oracle Financials) are reconciled to the state accounting system (Cardinal) as required by the Department of Accounts (DOA), review, enter, and maintain the agency’s fixed assets according to state guidelines and maintain inventory of fixed assets; to work with the agency’s employees to assure assets are properly tagged and properly disposed of; funds are paid, recorded, and deposited in compliance with federal and state regulations; financial reporting is completed accurately, entirely, and timely in accordance with governing directives, regulations, and policies; and DEQ management and external customers are provided timely and accurate information regarding all federal and state funds.
Minimum Qualifications
Considerable knowledge of generally accepted accounting principles and fiscal functions, operations.
Considerable skill and experience in effectively analyzing, summarizing & communicating complex and detailed financial information.
Considerable knowledge of state or local accounting policies and procedures.
Demonstrated ability to analyze, explain and apply complex laws and regulations
Demonstrated ability to prepare and explain financial reports and comprehensive evaluations of financial trends.
Interpersonal skills and experience in working both independently and with a team.
Demonstrated skills and ability in improving financial processes.
Considerable knowledge of automated financial systems such as Oracle Financials, general ledger, AP/AR, etc.
Knowledge of state and federal guidelines regarding fixed assets.
Additional Considerations
Combination of education, experience, training or course work in accounting, finance, economics, mathematics or related field. Professional certification in financial management (CPA, CGFM, or other) is a plus. Experience analyzing and preparing reports regarding program budgets, expenditure data, and other financial information; managing multiple projects concurrently.
