The Virginia State Police is seeking qualified applicants for two Administrative Procedures Specialist positions in the Criminal Justice Information Service (CJIS) Division, located in North Chesterfield, Virginia. The CJIS Division supports the Department’s employees by providing services such as maintaining the CCRE, VCIN, Photo Lab, Sex Offender Registry, Missing Children Clearinghouse, AFIS, UCR, Criminal Investigative Reports and the Firearms Transaction Program. These are Non-Exempt positions; therefore, these positions are subject to the provisions of the Fair Labor Standards Act.
DUTIES:
- Conducts background checks prior to the purchase of a firearm in the Firearms Transaction Center while physically at Gun Show event locations.
- Analyzes criminal records and other documents to determine if there are prohibiting factors that prevent potential gun buyers or other recipients of firearms from lawfully purchasing or possessing firearms.
- Provides instructional and operational assistance to users of the V-Check system.
- Maintains and reports statistical information relating to area of responsibility.
- Monitors receipt and implements dissemination of gun show notification forms and vendor lists.
- Determines and reports non-compliance by gun show promoters of statutory requirements.
- Testifies in court.
- May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
Minimum Qualifications
QUALIFICATIONS:
- Knowledge of state and federal criminal history databases (VCIN, NCIC) preferred.
- Working knowledge of statistical analysis and to apply policies and procedures when making recommendations.
- Skill in operating computers and using MS Office applications to include Word, Excel, and basic computer operations. Excellent communication and interpersonal skills.
- Demonstrated ability to access, retrieve, and interpret state and federal automated records.
- Demonstrated ability to apply research and analytical methodology in the interpretation of criminal arrest and disposition information.
- Demonstrated ability to read, speak and write effectively in English; and to travel, occasionally overnight.
- VCIN certification is preferred.
- Graduation from high school or equivalent.
- Graduation from an accredited college or university with a degree in criminal justice or related field preferred.
- Must be eligible to become VCIN certified which requires either U.S. citizenship or having been a lawful resident of the U.S. for the past 10 consecutive years.
- Direct experience associated with VCIN/NCIC preferred.
- Demonstrated experience in retrieval and interpretation of criminal arrest and disposition information preferred.
- Valid Virginia operator’s license and good driving record required.
- An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this
education and experience.
- Must be willing to work rotating shifts to include weekends and holidays.
- A background investigation shall be required.
