The DNR’s Enterprise Project and Performance Management Office (EPPMO) is seeking a skilled and energetic individual to lead, manage, and drive the successful completion of the agency’s highest priority and visible projects and initiatives. The Senior Enterprise Project Managers serve as the lead for other project managers, specialists, and teams related to project management best practices and implementing business and technical projects on time, ensuring quality, and within scope and budget.
Responsibilities:
- Establish positive and productive rapport with DNR employees at all levels.
- Manage high-risk, visible, and priority enterprise projects – those spanning programs, operational areas, and external stakeholders, and having a long-term impact on policy, budget, and service delivery.
- Direct and develop project plans - charter, schedule, budget, and status reporting. Monitor and control project plans – execute project schedules, lead risk mitigation, resolve issues, report status, and adjust plans as required. Solve problems and take corrective action when problems arise, escalating to the project sponsor as appropriate and needed.
- Develop and manage project budget and expenditures in collaboration with the Budget staff. Effectively delegate responsibility and approach to project teams across authority lines to achieve objectives and goals. Manage contracts and contracted resources.
- Engage sponsor(s), steering committee(s), and agency stakeholders across authority lines to ensure plans support desired outcomes and are attainable.
- Communicate project status, issues, and successes (verbally and visually) to the project team, stakeholders, sponsors, and appropriate levels of staff and management, and are documented appropriately.
- Manage expectations and communicate plans actively. Coordinate adequate resource deployment to achieve objectives and outcomes within planned timeframes. Adjust plans as needed for capacity. Interact and communicate regularly with executive management.
- Produce and maintain complex reports and dashboards related to agency initiatives and performance for use by diverse groups of staff, management, the public, and other governmental entities.
- Lead and may supervise the work of others.
Required Qualifications:
- Bachelor’s degree in public administration, business administration, or closely related field from an accredited institution, AND two years experience in project, change, and/or performance management;
OR a combination of equivalent education and/or experience.
- Project management, performance management, and/or continuous improvement coursework and/or certification(s).
- Advanced level project management experience: successful implementation and management of medium to large-scale projects impacting a large organization (1,000 employees with satellite locations) utilizing PMI principles, techniques, and tools throughout the project lifecycle to achieve successful outcomes for the agency. Long-range planning is focused on advising regarding strategies for developing capacity within the agency to achieve results.
- Excellent communication skills, and ability to work effectively with staff, managers, and leadership. Able to convey a positive and professional image to employees and external contacts. Ability to develop and maintain business relationships with internal and external stakeholders.
- Ability to analyze information, define problems and objectives, formulate logical and objective conclusions, recognize alternatives, and make recommendations.
- Ability to coach and mentor others. Skilled in staff development, conflict resolution, and team building.
- Strong influence, change management, and relationship-building skills.
- Intermediate skills in using software and tools to manage projects and develop presentations such as Smartsheet, SharePoint, Visio, PowerPoint, and MS Projects.
- Ability to facilitate and deliver presentations to staff at all levels and across authority lines as well as external stakeholders and customers.
