ZOE HOME FOR YOUTH (ZHY) STRTP ADMINISTRATOR
Description:
The Administrator plays a vital leadership role in facilitating restorative care for youth who have been trafficked or experienced other traumatic forms of abuse. This individual bears responsibility for ensuring that youth placed in the care of ZOE Home for Youth receive excellent care and that the home operates in full compliance with all state and county regulations and all contractual agreements. Responsibilities of include creating and managing the facility budget; ensuring that facilities and staff are well resourced; and maintaining detailed records in a timely and professional manner. The Administrator supervises all employees of ZOE Home for Youth including Direct Care Staff and Clinical Staff.
Responsibilities:

Directing and evaluating ZHY within the limits of the functions and policies established by
the CA Department of Social Services (CDSS) Community Care Licensing (CCL).

Preparing the facility's budget and managing expenditures according to ZHY’s budget
limitations.

Organizing the work of ZHY and delegating responsibilities to staff.

Assessing ZHY’s operations and program and reporting to ZOE Executive Leadership,
making recommendations to address identified problems.

Recruiting, appointing, evaluating, and terminating staff.

Developing a plan for the orientation, development, and training of staff, as specified in
Section 87065.1.

Reviewing complaints made by children or their authorized representative(s) as specified in
Section 87072.2 and deciding upon the action to be taken to handle the complaint.

Developing the written policies, procedures, and practices for continuous quality
improvement, as specified in Section 87081.

Observing and interacting with staff, children, and other individuals, as necessary, to ensure
the quality of care for children and program services.

Any other duties that may be necessary to manage and administer the short-term
residential therapeutic program.

Accept youth into the ZHY STRTP program.

Provide support to staff, empowering them with tools and conditions that equip them to
serve youth in a safe, caring, and effective manner.

Participate in treatment team meetings and staff trainings as needed.

Conduct staff trainings within areas of expertise.
Qualifications (Must meet one of the following):
-
Have a master's degree in a behavioral science from an accredited college or university,
plus two years of employment as a social worker, as defined in California Code of Regulations, Title 22, Section 80001(s)(4), in an agency serving children or in a residential congregate care program for children.

Have a bachelor's degree from an accredited college or university, plus at least three years’ administrative experience or supervisory experience over social work, direct care and/or support staff providing direct services to children in an agency or in a community care facility with a licensed capacity of six or more.

Have completed at least two years at an accredited college or university, plus at least five years’ administrative experience or supervisory experience over social work, direct care and/or support staff providing direct services to children in an agency or in a community care facility with a licensed capacity of six or more.

Be a qualified and certified group home administrator prior to January 1, 2017.

Good physical health

Willingness to sign and adhere to ZOE’s Code of Conduct, Child Protection Policy, and
other policies and procedures

Verbal fluency in Spanish is preferred but not required.
