The AquaPolis Programme Office (APO) is looking for a highly motivated Admin and Finance Executive to join our dynamic, close-knit team driven by innovation, collaboration, and purpose. This is a unique opportunity to take the lead in shaping and streamlining administrative and financial systems that enable cross-institutional and industry research partnerships. As APO accelerates its efforts to establish Singapore’s iconic tropical marine aquaculture R&D programme, you’ll play a key role in supporting high-impact initiatives that contribute to national food security and regional innovation. Responsibilities
a) Financial Management & Reporting:
Oversee financial operations for AquaPolis initiatives, including the AquaPolis R&D Programmes and the AquaTIC consortium.
Manage multi-institutional finance claims, prepare quarterly submissions to the funding agency and monitor programme-wide expenses.
Develop and maintain detailed budgets and financial forecasts to ensure alignment with the programme work plan.
Track and process invoicing, membership fees , and renewals for AquaTIC.
Ensure proper budget allocation, expense tracking, and compliance with financial policies (including university finance policies and SFA funding guidelines).
Monitor financial risks and ensure adherence to internal controls and guidelines
b) Administrative and Procurement Support:
Establish and refine administrative structures and processes for AquaPolis projects across multiple institutions.
Support the Programme Office and NUS Principal Investigators in administrative and procurement matters for meetings, workshops and events.
Coordinate with Principal Investigators from different IHLs and Research Institutes on project operations, offering exposure to collaborative research ecosystems.
Qualifications
A bachelor’s degree in Finance, Accounting, Business, or a related field is required, along with 3 to 5 years of relevant experience in financial management.
Experience in an IHL (Institution of Higher Learning) environment, particularly in handling financial and administrative operations for collaborative research and development projects, would be useful.
Strong financial and analytical skills, with the ability to keep meticulous records, provide data-driven insights, and demonstrate problem-solving abilities.
Good organizational and project management skills, with experience managing multiple tasks and prioritizing in a fast-paced environment.
Good interpersonal and communication skills, with the ability to clearly present financial information to stakeholders, collaborators, and partners.
