Job Posting for Contracts Manager (LTA Projects) at SURPASS STAFFING PTE. LTD.
We are seeking an experienced Contracts Manager to manage all contractual matters related to LTA road construction and traffic diversion projects. The Contracts Manager will be responsible for overseeing the preparation, negotiation, administration, and management of contracts to ensure that the project meets legal, financial, and operational objectives while complying with LTA requirements.
Key Responsibilities:
Lead the preparation, negotiation, and administration of all project-related contracts, including tenders, subcontracts, agreements, and other related documents in compliance with LTA guidelines.
Review and manage contractual obligations, terms, and conditions to ensure that the project aligns with legal, regulatory, and company policies.
Liaise with the project team, consultants, and subcontractors to resolve any contractual issues, discrepancies, or claims during the project lifecycle.
Collaborate with LTA and other authorities to ensure compliance with contractual requirements and obtain necessary approvals in a timely manner.
Handle contract claims, variations, and amendments, providing advice on potential risks and liabilities, and ensuring accurate documentation of changes.
Monitor and track contract performance to ensure deliverables, schedules, and financial obligations are met according to the project plan.
Ensure that the project’s financial aspects are properly managed, including cost control, budgeting, forecasting, and the management of progress payments and invoices.
Provide contract administration support during tendering, bidding, and post-award phases to ensure contracts are managed effectively throughout the project.
Prepare and present regular reports on contractual matters, including claims, dispute resolution, and commercial performance to senior management.
Advise the project team on legal and contractual risks and propose strategies to mitigate potential issues.
Ensure all contractual documentation is properly maintained and archived for future reference and audits.
Requirements:
Degree in Civil Engineering, Quantity Surveying, or related field, recognized by the Professional Engineer (PE) Board or qualifications accepted by the Commissioner of Building Control for registration as a Resident Engineer.
Minimum of 10 years of relevant experience in managing contracts for LTA infrastructure projects, particularly in road construction, utility diversion, and traffic management projects.
In-depth knowledge of contract law, tender procedures, and LTA contract requirements.
Proven experience in handling contract disputes, claims, and variations.
Strong negotiation and communication skills with the ability to work effectively with multiple stakeholders, including consultants, subcontractors, and authorities.
Proficient in contract management software and Microsoft Office suite.
Detail-oriented with excellent organizational skills and the ability to handle multiple projects simultaneously.
