Alaska Native Tribal Health Consortium has a hiring preference for qualified Alaska Native and American Indian applicants pursuant to P.L. 93-638 Indian Self Determination Act.

Summary:

Works closely with the clinical organizations as liaison between clinical users and information systems departments, serving as primary Clinical Information IT resource in documentation, implementation, design, build, support, training and maintenance of ANMC clinical applications/Electronic Health Record (EHR).

Responsibilities:

Works with clinical and business departments within the medical center to assist with recommendations related to IT systems to enhance revenue and improve reporting compliance. Participates and assists with software selection for clinical users including identification of functional requirements.

Provides coordination with between clinicians and vendors to ensure continuous software improvements and development to meet the needs of clinical care providers. Provides support and assistance with development of clinical and information management process improvement initiatives.

Assists with coordination for change management and communication related to EHR, IT projects and initiatives. Assists in the identification of changes in workflow process that will need to be made with system changes or ongoing process improvement.

Assists customers to identify and resolve problems with clinical applications/EHR. Follows through to ensure final resolution of problems, recommending longer-term solutions when appropriate and communicating back to the individual reporting the problem.

Provides consultative services to customers and application and development teams as to workflow processes and technological solutions. Confers with customers to keep them informed of status of their requested projects. Facilitates the two-way flow of information and communication for establishing and maintaining understanding between HIT and Clinical Operations departments. Serves as a focal point for the client in resolving inquiries and complaints related clinical application support.

Assist in testing new system applications/upgrades/changes and other special assignments as directed.

Utilizes HIT department requirements regarding ITIL principles and processes.

Coverage 24/7 is required in supporting end users and call rotation coverage.

Performs other duties as assigned.

· Knowledge in TJC, HIPAA, CMS and other regulatory requirements.

· Knowledge of patient care activities, hospital and outpatient environments and how the services and functions interact.

· Knowledge of clinical information systems development and/or implementation.

· Knowledge of new trends in clinical practice & information systems, & skill applying that knowledge.

· Knowledge of and training in Electronic Health Records.

· Skill in managing multiple projects at the same time.

· Skill in critical thinking, analytical skills, problem solving & issue resolution.

· Skill in maintaining confidential information.

· Skill in articulating technical and user needs in a concise manner easily understood by all.

· Skill in training users in specialized software applications.

· Skill in data collection and analysis.

· Skill in understanding medical records procedures and protocols.

· Skill in establishing and maintaining cooperative working relationships with other employees.

· Skill in effective verbal and written communications skills.

· Skill in facilitating meetings and bringing work groups together.

MINIMUM EDUCATION QUALIFICATION

A Bachelor’s Degree in Nursing, Pharmacy or other clinical field. Clinical practice work experience may be substituted on a year-for-year basis for college education.

MINIMUM EXPERIENCE QUALIFICATION

Non-supervisory - Five (5) years of professional clinical practice INCLUDING a minimum of two (2) years of application support in a hospital or clinic setting. An equivalent combination of relevant education and/or training may be substituted for experience.

MINIMUM LICENSURE QUALIFICATION

Current professional clinical licensure required.

PREFERRED EDUCATION QUALIFICATION

Master’s degree in Medical Informatics desired.

ADDITIONAL REQUIREMENTS

· May be called out to work off-shift in emergency situations.

· According to the needs of the organization, some incumbents in this job class may be required to obtain specific technical certifications.
