The City of Tomball Texas is accepting applications for the position of Financial Specialist/Payroll Processor. This position will provide essential financial and clerical support to the Finance Department and will be primarily responsible for the moderately complex biweekly timekeeping and payroll process for approximately 250 employees, maintaining payroll records and all payroll reporting. This position will also provide limited accounts payable support.

Education and Experience - An equivalent combination of education, training and experience will be considered.


Education HS_GED

Experience 5 years of experience in payroll processing ◦ Strong understanding of payroll regulations and compliance Proficiency in payroll software and MS Excel Excellent attention to detail and accuracy Ability to work independently and prioritize tasks Experience processing Accounts Payable



Financial Specialist/Payroll Processor functions include but are not limited to the following.


  • Time and Attendance Management: Provide employees access and manage security permissions in the Time Clock system. Review timesheets to ensure employees recorded hours are accurate. Liaise with supervisors regarding any time discrepancies. Provide end user training to employees.
  • Payroll Processing: Perform the necessary tasks to complete the bi-weekly payroll process. Review payroll entries for accuracy and make necessary revisions. Verify changes to employee records including additions, terminations, earnings and deduction codes. Liaise with Human Resources.
  • Financial Reporting: Prepare and transmit bi-weekly payroll contributions, prepare and submit quarterly and annual payroll reports, prepare internal payroll reporting.
  • Document Management: Upload documentation to employee records. Organize and maintain reports and documentation in accordance with established records retention requirements.
  • Other Duties: Implement process improvements to create efficiencies. Develop and maintain documented processes and operating procedures. Contribute to the team effort by performing other related duties as assigned which include supporting the Accounts Payable position when needed.

  • Maintain confidentiality and protect the privacy of city employees.
  • Accounts Payable processing experience.

Hiring range - $48,402 - $50,822 ($23.27 - $24.43)

Salary range - $48,402 - $72,592
