What are the responsibilities and job description for the Planner I/II - Planning & Development Services position at County of Volusia?

The County of Volusia is seeking a Planner I/II, dependent on qualifications, for the Planning and Development Services Division. This position is located in DeLand, Florida, and will be responsible for reviewing construction documents and development proposals, with a focus on evaluating plans for compliance with subdivision and zoning regulations, as well as applicable codes and ordinances. Candidates must possess excellent analytical and organizational skills to review detailed construction plans, legal descriptions, and land survey documents efficiently and accurately and to communicate effectively with staff, applicants, and the public. The candidate must be able to meet deadlines and manage multiple assignments and projects. Candidates must have practical knowledge of planning practices and subdivision and zoning regulations. Excellent customer service is a must, in keeping with Volusia County's customer service standards. 

NOTE: Candidates may submit at least two reports that he/she presented to a Planning Board or City/County Council or Commission at the time of application, or upon request.

Planner I
  • Assists in review of comprehensive plan and zoning applications including future land use amendments, rezonings, special exceptions, and variances.
  • Reviews engineered site plans, subdivisions, architectural drawings, and building permits for compliance with county ordinances.
  • Accurately documents case file activity in system of record.
  • Interacts with the public daily to answer questions relating to the development of privately owned land, including property owners, real estate agents, engineers, and land use attorneys.
  • Conducts land use surveys and site inspections in the field. 
  • Compiles and interprets aerial photos, maps, and archival information needed to assemble planning studies.
  • Initiates and completes research projects with a minimum of supervision.
  • Assists in the drafting of regulations governing the use and development of land.
  • Prepares written reports and presents planning information and data, graphically and orally, to elected officials, boards, citizens, and agencies.
  • Assists in the organization and presentation of planning-related community workshops, surveys, and outreach programs.
  • Assists other planners in preparing land use studies and formulating goals, objectives, and policies to implement those studies into the Comprehensive Plan.
  • Attends training exercises related to the performance of duties. 
  • May be assigned to other office locations based on operational needs. 
  • Attends work on a continuous and regular basis.
  • Responds to emergency situations.
  • Must adhere to Federal, State, County, and local ordinances.
  • Performs other projects and duties as assigned. 

Planner II
  • Conducts project management and reviews of engineered site plans, subdivisions, architectural drawings, and building permits for compliance with county ordinances.
  • Serves as an integral member of the Land Development team, ensuring that Technical Review Staff, Development Review Committee, and Historic Preservation Board meetings are conducted in a timely and organized manner. 
  • Prepares and presents staff reports to these boards and speaks extemporaneously to resolve design-related issues.
  • Reviews land development applications for compliance with the Land Development Code, Zoning Code, and the Comprehensive Plan, providing detailed comments that include accurate legal references.
  • Drafts regulations governing the use and development of land.
  • Confers with appointed officials, boards, senior staff, and other governmental agencies to define and effect solutions to planning problems.
  • Reviews comprehensive plan and zoning applications including future land use amendments, rezonings, special exceptions, and variances, and makes findings of facts and recommendations, if assigned.
  • Prepares land use studies and formulates goals, objectives, and policies to implement those studies into the Comprehensive Plan and/or Code of Ordinances, as assigned.
  • Provides technical planning assistance to the Planning and Land Development Regulations Commission, County Council, and other various boards. 
  • May also serve as county liaison to intergovernmental boards or external organizations.
  • Analyzes information, demographics, and other community data to make advanced-level estimates and projections based on this information.
  • Organizes and presents planning-related community workshops, surveys, and outreach programs, as assigned.
  • Attends work on a continuous and regular basis.
  • May be assigned to other county locations based upon operational needs.
  • Responds to emergency situations.
  • Must adhere to Federal, State, County, and local ordinances.
  • Performs other duties as assigned.
  • Performs all other duties listed for the Planner I level.


Planner I Salary: $24.49 – $34.53 Hourly 

(4) years of experience in planning, geography, environmental science, engineering, architecture, history, public administration, political science, or related field.

OR

Bachelor's degree in planning, geography, environmental science, engineering, architecture, history, public administration, political science, or related field. 

Must possess a valid driver's license at time of appointment
  
Must possess a valid Florida driver's license within 30 days of appointment and maintain thereafter.

Planner II Salary: $60,260.00 – $85,325.00 annually

Six (6) years of experience in planning, geography, environmental science, engineering, architecture, history, public administration, political science, or related field and progressively responsible work in public or private planning, design, land use, or land development agency.

 OR 

Master's degree in planning or related field.  

OR  

Bachelor's degree in planning, geography, environmental science, engineering, architecture, history, public administration, political science, or related field, and two (2) years of progressively responsible work in public or private planning, design, land use, or land development agency. 

A comparable amount of education, training, or experience may be substituted for the minimum requirements. 

Must possess a valid driver's license at time of appointment.  

Must possess a valid Florida driver's license within 30 days of appointment and maintain thereafter.

Candidates who possess the American Institute of Certified Planners (AICP) certification are desirable. 
Planner I

  • Ability to interpret applicable federal, state, and local planning legislation, rules, and regulations.
  • Ability to communicate effectively, orally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Ability to react calmly and promptly during an emergency or disaster situation.
  • Ability to work independently.
  • Ability to manage multiple assignments and projects. 
  • Ability to meet deadlines.
  • Ability to provide excellent customer service.
  • Ability to interact effectively with others.
  • Must be able to relocate to other county locations based on operational needs. 
  • Ability to perform project management in an organized and deadline-oriented manner, under the supervision of the Land Development Manager,
  • Skilled in use of Microsoft Office, GIS, and other applicable software. 
  • Ability to learn county software, including AMANDA. 
 
Planner II
  • Knowledge of planning principles, practices, and standards.
  • Knowledge of the Comprehensive Plan.
  • Knowledge of fact-finding and research techniques necessary for planning.
  • Knowledge of land use, subdivision, and zoning regulations and how they affect long- and short-range planning.
  • Knowledge of various tools and resources available for gathering data.
  • Ability to gather and analyze data and make estimates and projections based on available information.
  • Ability to formulate goals, objectives, and policies and prepare land use plans.
  • Ability to identify land use issues and solutions.
  • Ability to prepare and deliver oral presentations and write reports that are clearly understood.
  • Ability to interpret applicable federal, state, and local planning legislation, rules, and regulations.
  • Ability to critique development plans to achieve better designs and to ensure conformity with established policies, standards, and requirements.
  • Ability to prepare and implement public information/education programs.
  • Ability to present data verbally, graphically, and in writing.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships. 
  • Ability to manage multiple assignments and projects.

ADA REQUIREMENTS:

 Mental Demands: Ability to read and comprehend technical and professional journals and manuals, reports, abstracts, statistical data, and legal documents. Ability to perform general mathematical functions. Ability to write comprehensive reports relaying detail, data, and information. Ability to speak effectively, publicly and extemporaneously, conversant in policies, techniques and planning procedures. Ability to analyze data and develop conclusions.

Environmental Demands: Generally inside work.

Physical Demands: Sedentary work. Ability to look at a computer screen for long periods and operate a computer keyboard and other office equipment requiring repetitive hand movement. Ability to speak, hear, and see. Ability to lift, push, pull and/or carry a minimum of 10 pounds. Visual acuity (peripheral vision and depth perception) necessary to operate a motorized vehicle.
