STAFF SERVICES MANAGER II (Supervisory) – ADMINISTRATIVE SERVICES / HUMAN RESOURCES / PERSONNEL TRANSACTIONS

The reporting location for this position is the Natural Resources Building, located at 715 P Street in Sacramento CA. This position will work under the general supervision of Staff Services III - Personnel Officer.

Under the general direction of the Personnel Officer (SSM III), the Staff Services Manager II (SSM II) serves as the Office Chief overseeing Payroll and Benefits Services, providing strategic leadership, expert guidance, and administrative oversight to ensure effective delivery of services. The Payroll and Benefits Office operates within a highly complex environment, involving detailed management of approximately 12 of the 21 bargaining unit contracts. This role is accountable for directing all aspects of employee payroll administration, appointments, comprehensive benefits coordination, attendance tracking, and separation processes, while ensuring compliance, accuracy, and efficiency throughout the unit.

Training and Development Assignments may be considered.

This position is designated as telework eligible-office centered.

    1) Payroll and Benefits Management: Describe your experience managing payroll and benefits for a large, multi-classification workforce. How have you ensured timely and accurate payroll processing while adhering to state-specific policies and procedures?

    2) Strategic Management: Can you provide an example of a strategy you developed and implemented to improve payroll or benefits programs? How did your strategy align with organizational goals and enhance employee satisfaction or operational efficiency?

    3) Compliance and Reporting: Discuss a time when you ensured compliance with complex payroll and benefits regulations, such as those required by CalPERS, FLSA, or similar frameworks. How did you address challenges related to audits or legislative updates?

  • Transfer Eligibility – Must have current employment with the State of California in the same classification or in a classification that is comparable. If in a different classification, you must meet the minimum qualifications (see Minimum Qualifications section and associated links above).
  • Reinstatement Eligibility – Previously obtained permanent employment with the State of California in the same classification or in a classification that is comparable. If in a different classification, you must meet the minimum qualifications (see Minimum Qualifications section and associated links above).

In some special circumstances, candidates who meet the Minimum Qualifications for the position, but who do not have one of the types of eligibility listed above, may be hired. However, this is rare, and the preferred method of appointment is through eligibility as described above.
