Position Title: Manager Internal Evaluation Program

Position Summary
The Internal Evaluation Program Manager, with delegated authority from VP Safety and Regulatory Compliance and in close coordination with the Director Safety Standards and Oversight, is responsible for the management, development and implementation of JetBlue’s Safety Evaluation and Audit Program (SEAP) by planning, coordinating and executing internal assessments of operational and safety critical processes. The Manager, through his/her qualifications, authority and organizational independence will be responsible for the performance of the safety and quality assurance program and will ensure communication and coordination with operational managers in the management of operational risk. The Manager is also the primary liaison and coordinator of IATA’s IOSA certification and DOD biannual audits. S/he also coordinates Safety Assurance System (SAS) audits with the Federal Aviation Authority (FAA).
Essential Responsibilities
- Develops and directly manages the Safety Evaluation and Audit Program (SEAP) to ensure company compliance with applicable regulations and standards, identifying areas requiring improvement, identifying hazards to operations and monitoring effectiveness of safety risk controls.
- Establishes and implements the IEP and Codeshare oversight Programs
- Ensures staff is trained to perform evaluation duties in accordance with standards and procedures established within the IEP Manual
- Assists the Director, Safety Standards and Oversight in the planning, implementation and direct oversight of the evaluation/audit schedules using a risk based methodology
- Reviews and performs safety and quality system evaluations, audits, and investigations of the operational areas
- Assists operational departments in the development of root cause analysis and corrective action plans
- Oversees risk assessment on evaluation and audit findings and approves comprehensive corrective action plans and performs follow-up as necessary
- Reviews past evaluation/audit records and compliance data for trends. Develops trend reports for action by Senior Leadership
- Coordinates Federal Aviation Administration (FAA) Safety Assurance System (SAS) inspections conducted by the FAA
- Coordinates Department of Defense (DOD) biannual audit and Gap Analysis efforts
- Coordinates IATA’s IOSA biannual audit and Gap Analysis efforts
- Assists department with required oversight of SMS program implementation and maintenance
- Assists operating units with continuous improvement through the application of quality and safety management principles
- Takes a significant role in the development of crewmembers to support the engagement, growth, goal achievement
- Ensure adherence to all Safety and Security regulations
- Other duties as assigned
Minimum Experience and Qualifications
- High School Diploma or General Education Development (GED) Diploma
- Five (5) years’ experience with a Part 121 carrier
- Proficient knowledge of IATA’s IOSA program and audit process
- Quality / Safety / IEP Auditing Experience
- Have a thorough understanding of relevant CFRs and other compliance standards
- Excellent verbal and written communication skills
- Available for overnight travel (30%)
- Ability to develop reports and present to JetBlue leadership and various regulatory authorities.
- In possession of valid travel documents with the ability to travel in and out of the United States
- Able to pass a ten (10) year background check and pre-employment drug test
- Legally eligible to work in the country in which the position is located
Preferred Experience and Qualifications
- Bachelor’s Degree in Management, Engineering or a Safety related field
- Familiarity with IOSA, SAS (Safety Assurance System) root cause analysis risk assessment and Safety Management System (SMS) principles.
- Familiarity with Federal regulations, specifically SAS, pertaining to U.S. scheduled, domestic air carrier operations
- Familiarity with Quality Management System (QMS)
- Training and aviation experience in quality assurance auditing or internal evaluation
- Ability to create dashboards / Key Performance Indicators (KPIs).

- Able to maintain a professional appearance
- When working or traveling on JetBlue flights, and if time permits, all capable crewmembers are asked to assist with light cleaning of the aircraft

- Identify safety and/security concerns, issues, incidents or hazards that should be reported and report them whenever possible and by any means necessary including JetBlue’s confidential reporting systems (Aviation Safety Action Program (ASAP) or Safety Action Report(SAR))
- Responsible for adhering to all applicable laws, regulations (FAA, OSHA, DOT, etc.) and Company policies, procedures and risk controls
- Uphold JetBlue’s safety performance metric goals and understand how they relate to their duties and responsibilities
