Who We Are Looking For

The Office of Procurement is currently recruiting for a Manager III ( MIII ) (Procurement Team Manager) position within the Division of Operations . The Manager III will provide significant input to the Procurement Operations Chief on the legal, legislative, budgetary, operational, contracting, and other needed resources of the assigned supervision of their operational team. The Manager III will work closely with the Operational team assigned and using department contract administrators to ensure compliance with procurement policies, procedures, and contractual requirements.

What You'll Be Doing

The Office of Procurement seeks a Manager III , who will be performing analysis to provide substantive input to upper-level management on major policy issues and decisions. Within the operational team assigned, operational decisions are independent along with policy determinations of lower scope and impact. This position maintains contacts with departmental managers and supervisors, all levels of staff within units, local, state, and regional organizations and associations that interact with the procurement operations unit. Moreover, contacts include management level positions within businesses, attorneys at law firms, media, citizenry or chamber groups, and other government officials. These contacts assist with expediting of actions and regional cooperation, as well as coordination. We are looking for a person who can successfully perform the following:

Duties Include, But Are Not Limited To

  • Establishing and maintaining strong relationships with internal and external business stakeholders.
  • Overseeing and supervising daily operations of an operational team to ensure the timely and accurate processing of procurement and contractual actions.
  • Building a strong understanding of the needs, requirements, and priorities across assigned departments.
  • Resolution of complex operational problems that may prove to be blocks to service improvements, business and operational practices, efficiencies, client communication and coordination, and teamwork within the unit.
  • Creating and implementing scheduled work performance reviews with subordinate staff in accordance with Human Resource policies and deadlines.
  • Reviews departmental requests for procurement guidance and provides guidance on the appropriate treatment , considering applicable laws, regulations, and guidelines.
  • Monitor and review contractual and purchasing actions for appropriateness under county policy, both with initial approval of action or issuance and through actions against existing contracts, claims, modifications, etc.
  • Coordinate with Contractors and departments to resolve escalated issues.
  • Responsible for identifying and implementing improvements to streamline processes and strengthen internal controls in areas this position oversees and encouraging similar efforts by subordinate staff.

Who We Are Seeking

  • You have a comprehensive knowledge of complex public procurement and contracting in support of a local, state, regional, or national government organization.
  • You have experience in analyzing , interpreting, understanding, and applying laws, regulations, policies, and procedures related to the procurement of goods and services.
  • You are self-sufficient and a problem-solver who can manage a public procurement team and keep work functions flowing.
  • You communicate positively, in both oral and written form, and deliver clear and accurate messages to staff, departments, and upper leadership.
  • As a manager/supervisor of unionized employees, you must have the ability to foster a positive labor relations environment based on mutual trust, respect, and cooperation.
  • You are skillful in using a computer and automated office technology at an advanced level. This may include but is not limited to: knowledge of Microsoft Office products (Word, Excel, Outlook, PowerPoint, Office 365), Adobe Reader/Writer, SharePoint, Enterprise software (ERP/Oracle), specialized software (BASIS, eBudget , Hyperion), and other computer-based analytical and modeling tools.

Minimum Qualifications

Experience : Five (5) years of progressively responsible professional experience in public procurement and contracting experience.

Education : Graduation from an accredited college or university with a Bachelor’s Degree in Business Administration , Public Purchasing, Public Administration, Public Policy, Management, Finance, or related fiel d .

Equivalenc y: An equivalent combination of education and experience may be substituted.

Preferred Criteria, Interview Preferences

Interview preference criteria will be used :

  • Experience analyzing , interpreting, understanding, and applying laws, regulations, policies, and procedures related to the procurement of goods and services. Familiarity in public procurement and CPPB or similar professional accreditation is a plus.
  • Experience in public purchasing, contract administration, management, and/or development.
  • Experience in managerial oversight of an operational team.
