Senior Human Resources Administrator
Led by an ambitious superintendent and a supportive school committee, the Pawtucket Public Schools are looking to find their next Senior Human Resources Administrator.
The candidate of choice will play a critical role in implementing the district’s strategic plan by recruiting and retaining top flight educators as well as employees who help the district fulfill its mission in Rhode Island’s fourth largest city, a city known worldwide as the birthplace of the Industrial Revolution.
The Senior Human Resources Administrator is responsible for the oversight and coordination of recruitment and employment, employee recordkeeping and reporting, and the creation and maintenance of the department’s standard operating procedures for the effective and efficient operation of the Human Resources Department. This position reports directly to the Chief Financial Officer.
The ideal candidate will possess experience in non profit, public education, or municipal government operations. This person will have a working knowledge of Federal, State, and local laws pertaining to personnel practices and labor issues, including but not limited to ADAAA, FMLA, FLSA, EEO, OSHA as well as all other aspects of human resources. Most importantly, this candidate will be driven to make a difference in the lives of the city’s 8000 students.
Performance Responsibilities
●Oversees all aspects of Human Resources management for the organization
●Enter and maintain personnel data and documentation in appropriate databases
●Directs a program of recruitment, initial screening, selection, employment, orientation, assignment, credential processing, and transfer of certificated classified, confidential, administrative, coaching, and hourly employees.
●Coordinates resources for recruiting qualified staff - including the posting, advertising, and hiring process for any vacancy through a variety of strategies and media
● Maintain and updates a database and reference library of all approved job descriptions in the system
●Coordinates and verifies funding sources for vacancies with the Finance department as needed
●Coordinates the access, maintenance and retention for records according to required protocol.
●Support District Administration with the appropriate review of all applicant credentials, licenses, references, and prior employment history
●Organize all appropriate employee leave and absence requests for approval by the Director of Human Resources and/or the Superintendent; records and documents appropriately
●Implements standard interviewing processes.
●Keeps abreast of governmental statutes, regulations, and rules related to personnel administration and advises appropriate parties of the provisions of the law.
●Directs investigations of employee misconduct.
●Develops and monitors the HR budget.
●Maintains the Human Resources section of the district website, including developing content for current and prospective employees.
●Oversees the termination process.
●Manages the process for employee separation from the district, including conducting exit interviews.
●Responsible for proactive fulfillment of long-term substitute assignments in the attendance management system to maintain a satisfactory daily fill rate
●Responsible for maintaining all human resources records and employee files in accordance with RI Record Retention law
●Responsible for Data Management of all HR and RIDE systems
●Oversight of leave of absence/FMLA as per school procedures and state/federal law
●Oversight of the Worker’s Compensation claims; Will attend court proceedings as a representative of the Pawtucket School Department.
●Responsible for 504 requests and meetings
●Responsible for verification of employment letters
●Responsible for the administration of the ADA Accommodation process and documentation
●Attends unemployment hearings as a representative to the Pawtucket School Department
●Responsible for conducting internal confidential investigations as per school department policy and procedures
●Responsible for conducting disciplinary meetings for the first 3 steps of the progressive discipline process. Assists the Assistant Superintendent and/or Superintendent of Schools in further steps in the progressive discipline.
●Supervises human resources staff
●Responsible for the management and maintenance of the HR system, including but limited to position control, personnel changes, etc.
●Responsible for the maintenance of the ERIDE PAS system, ensuring the accuracy of data
●Responsible for the management of the Emergency Certification process, including providing support and education on the process to the educators.
●As needed, provides guidance to the Business Office in regard to employee benefit programs and other related human resources issues.
●Creating and maintaining positions in MUNIS database
●Performs all essential job functions for the HR Assistant and HR Clerk as needed
●Assists the Assistant Superintendent in the non-renewals, involuntary transfers recalls and the teacher assignment processes for certified staff.
●Responsible for the non-certified assignment process as well as the summer programs process and administration
KNOWLEDGE, SKILLS, AND ABILITIES
●Ideal candidate will have strong organization, teamwork and communication skills, along with the ability to adapt in a fast-paced environment
●Through knowledge of human resources management principles and practices
●Working knowledge of Federal, State, and local laws pertaining to personnel practices and labor issues, including but not limited to ADAAA, FMLA, FLSA, EEO, OSHA, etc...
●Through knowledge of worker’s compensation, risk management, and safety practices
●Through knowledge of employee labor relations, recruitment, selections, benefits, compensation, and training
●Maintains a thorough knowledge of school department policies and procedures
●Proven experience in maintaining confidentiality
●Proven experience in decision-making using independent judgment and initiative in planning, organizing, and supervising human resources functions in compliance with school department policies, state and federal laws
●Proven experience in organizational and leadership skills with an emphasis on detail, consistency, and accuracy
●Ability to establish and maintain a welcoming and supportive department environment
●Ability to multi-task and prioritize in a fast-paced environment
●Exceptional interpersonal and customer service skills
●Ability to establish and maintain effective working relationships with employees, supervisors, and the general public
●Outstanding communication skills, orally and in writing
REQUIRED QUALIFICATIONS
●BS degree in Human Resources or management-related discipline
●Bachelor's degree or 5-7 years of HR related experience including general knowledge of employment law
●Proficiency in working with computers; working knowledge of Google Docs and Google Sheets and/or Microsoft products.
●Flexibility to work beyond normal business hours when needed
PREFERRED QUALIFICATIONS
●Human Resources Certification (SHRM-SCP)
●Experience working in a school district, specific focus on Human Resource
●Bi-lingual

Salary : $124,586 - $128,770
