ABOUT THE POSITION:
The Executive Director (ED) will lead The Sierra Tribal Consortium, Inc./Turtle Lodge in its mission to deliver exceptional SUD treatment services that integrate cultural values with evidence-based practices. The ED will be responsible for the strategic direction, operations, and overall management of the Consortium, ensuring that programs and services meet the needs of the community while upholding the organization’s core values and standards. The ED reports directly to the Board of Directors and serves as the primary liaison between the organization, tribal leadership, and external stakeholders.
KEY ROLES & RESPONSIBILITIES:
Strategic Leadership & Governance
· Collaborate with the Board of Directors to set and execute the strategic vision for the Consortium, ensuring alignment with the organization’s mission and cultural values.
· Maintain effective communication and a collaborative working relationship with the Board, providing regular updates on organizational performance, challenges, and opportunities.
· Represent the Consortium in all external affairs, including tribal leadership meetings, funding agency negotiations, and public relations efforts.
· Promote and advocate for Native American Indian cultural integration within all treatment services and programs.
Operational Management
· Oversee day-to-day operations of the Consortium, including program management, human resources, financial management, and administration.
· Ensure compliance with all federal, state, and tribal regulations, as well as accreditation standards for substance use disorder treatment programs.
· Develop and implement organizational policies, procedures, and performance standards to ensure the delivery of high-quality, culturally competent care.
· Foster a safe, inclusive, and respectful environment for clients, staff, and tribal communities.
Financial Stewardship
· Manage the organization’s budget and financial resources, ensuring responsible use of funds and alignment with the Consortium’s mission and strategic priorities.
· Lead efforts to secure and maintain funding from federal and state agencies, grants, tribal contributions, and other sources.
· Ensure accurate financial reporting, auditing, and transparent fiscal practices.
Program Development & Evaluation
· Guide the development and expansion of treatment services, ensuring that programs remain relevant, culturally sensitive, and evidence-based.
· Monitor program effectiveness and outcomes, using data-driven decision-making to improve service delivery and achieve positive client outcomes.
· Stay informed of current trends and best practices in SUD treatment, particularly as they relate to the Native American Indian population.
Community & Tribal Engagement
· Serve as the primary point of contact for tribal representatives, clients, and the broader Native American Indian community.
· Advocate for and maintain strong relationships with the four represented tribes, ensuring their voices are reflected in decision-making processes.
· Engage in outreach efforts to raise awareness of the Consortium’s services and to strengthen partnerships with tribal and community-based organizations.
Leadership Development
· Recruit, mentor, and retain a high-performing team of professionals who are passionate about culturally appropriate substance use disorder treatment.
· Create opportunities for professional development and training for staff, with an emphasis on leadership growth and cultural competency.
· Foster a workplace culture that prioritizes collaboration, respect, and the integration of Native American Indian traditions.
QUALIFICATIONS:
· Bachelor’s degree in healthcare administration, social work, public health, or a related field (Master’s degree preferred).
· Demonstrated experience working with Native American Indian communities and a deep respect for tribal cultures and traditions.
· Proven ability to lead, manage, and motivate diverse teams, with a commitment to inclusive and servant-hearted leadership.
· Strong financial management skills, with experience in budgeting, fundraising, and grants management.
· Exceptional communication and relationship-building skills, with the ability to work effectively with tribal leaders, government agencies, and community partners.
EDUCATION & EXPERIENCE:
· Bachelor’s degree in healthcare administration, social work, public health, or a related field.
· Minimum of 7-10 years of senior management experience, ideally in a healthcare, tribal organization, or social services environment.
DESIRABLE QUALIFICATIONS:
· Master’s degree in a relevant discipline, such as Healthcare Administration, Social Work, Public Health, or Business Administration.
· Strong knowledge of substance use disorder treatment services, with an understanding of evidence-based and culturally sensitive care models.
· Understanding of federal, state, and tribal regulations related to healthcare and SUD treatment services.
· Familiarity with the unique cultural, social, and economic challenges facing Native American communities, along with a demonstrated commitment to tribal sovereignty and collaboration.
· Strong ability to build and maintain relationships with tribal leaders, community organizations, and stakeholders to promote collaborative efforts and enhance service delivery.
· Experience in leading organizational change initiatives, with the ability to adapt to evolving community needs and healthcare trends.
