Why does the job exist?
This position will be responsible for assisting the Surface Water Quality Bureau (SWQB) with examining budget estimates for completeness, accuracy, and conformance with procedures and regulations, analyzing budgeting and accounting reports for the purpose of maintaining expenditure controls, and all other duties as needed.
How does it get done?
Bachelor's degree in Accounting, Finance, or Business Administration and two (2) years of experience in budget preparation, budget monitoring, governmental accounting, and/or federal grant reporting. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.

This position will be responsible for assisting the Surface Water Quality Bureau (SWQB) with examining budget estimates for completeness, accuracy, and conformance with procedures and regulations, analyzing budgeting and accounting reports for the purpose of maintaining expenditure controls, and all other duties as needed.
How does it get done?
- Audit, monitor, direct, and allocate SWQB expenditures and revenues
- Work with the Bureau Financial Manager and Bureau Chief on financial matters and work towards the most efficient way to distribute funds and other resources among various departments and programs
- Coordinate with other colleagues and agencies (e.g., Department of Finance Administration (DFA), State Purchasing Division (SPD), and others) to achieve common work elements
- Evaluate internal workflow and procedures, look for opportunities for improvement and implement changes
- Help manage the SWQB budget which includes federal grants, special revenue and general funds
- Reconcile expenditures; prepare journal entries; process accounts payable and monitor accounts receivables; invoice intra-state funding sources
- Administer accounts payable to ensure purchases and contract deliverables are timely
- Aid in the preparation of the Bureau's annual fiscal year performance-based operating budget and request, including budget projection and tracking
- Utilize the Statewide Human Resources Accounting and Management reporting System (SHARE) Financial and Human Capital Management (HCM) modules to effectively monitor, track and control SWQB budget and expenditures
- Oversee the financial administration of SWQB contracts; review and process invoices; create/review financial reports to DFA and EPA; and work to resolve problems that may arise during the term of a project or contract
- Assist with procurement for large and small projects including Requests for Proposals (RFP) and contract administration; track and report contract expenditures; and complete required financial reporting
